On the morning of September 13th, the Hanoi Steering Committee for Disaster Prevention and Search and Rescue issued an order to withdraw Level 2 flood warning on the Red River in the districts of Bac Tu Liem, Tay Ho, Ba Dinh, Hoan Kiem, Hai Ba Trung, Hoang Mai, Long Bien, Thanh Tri, Dong Anh, and Gia Lam.

Based on the actual water levels measured, the Hanoi Steering Committee for Flood and Storm Prevention and Control and Search and Rescue also ordered the withdrawal of the level 2 flood warning on the Duong River in Long Bien district and Dong Anh and Gia Lam districts.
Earlier on September 12, the Hanoi Steering Committee for Flood and Storm Prevention and Control and Search and Rescue ordered the lifting of flood alert level 2 on the Red River in the areas of Son Tay town and the districts of Ba Vi, Phuc Tho, Dan Phuong, and Me Linh.
The National Center for Meteorological and Hydrological Forecasting announced that flood levels on the Red River (the section passing through Hanoi) are receding. Within the next 12-24 hours, the Red River flood levels in Hanoi will fall below alarm level 1.
However, the process of flood drainage and reduction on the Red River system is likely to be slow, so flooding may continue for many days in low-lying areas along the riverbanks and alluvial plains outside the main dikes in the provinces and cities of Hanoi, Bac Giang, Bac Ninh, Thai Nguyen, Ninh Binh, Nam Dinh, Thai Binh , Ha Nam, and Hai Duong.
Prolonged high flood levels over several days can cause dikes and embankments along rivers to overflow, leading to landslides and erosion; seriously affecting vulnerable riverside areas in Hanoi, Ha Nam, Nam Dinh , Hai Duong, Hung Yen, Thai Binh, and Ninh Binh. There is also a risk of landslides on slopes in the mountainous areas of Northern Vietnam.
According to Mr. Le Hong Son, Permanent Vice Chairman of the Hanoi People's Committee, by the afternoon of September 12, functional forces had evacuated and relocated approximately 73,700 people in areas at risk of being affected by rain and floods.
According to reports from districts, counties, and towns, damage caused by rain and flooding after the storm has resulted in two injuries; property damage is currently being assessed.
