The Hanoi People's Committee has just issued a plan on resolving bottlenecks in urban order and building communes and wards that ensure urban order, discipline, and civility in the area.
Accordingly, the People's Committee of Ho Chi Minh City requested that resources and personnel be focused on thoroughly resolving bottlenecks in urban order, with the goal of ensuring 100% of communes and wards maintain urban order, discipline, and civility.
With the spirit of "not highlighting difficulties - only discussing solutions," the roles and responsibilities of each unit and specific area were clearly defined. From there, assignments were clearly defined for each person, task, and area, ensuring continuous implementation of the plan without any "stopping points" or "bottlenecks."

The city clearly identified bottlenecks in urban order, including: legal and management mechanism bottlenecks; infrastructure bottlenecks; public awareness of and compliance with legal regulations and social welfare; and bottlenecks in coordination and management mechanisms at the grassroots level. Simultaneously, it outlined criteria for ensuring urban order, discipline, and civility.
The Hanoi People's Committee has issued a set of criteria for ensuring urban order, discipline, and civility, comprising four groups: urban infrastructure, urban order, urban aesthetics, and environmental sanitation. Key criteria include: sidewalks being paved smoothly and cleanly; a complete system of road signs; and the absence of illegal or makeshift markets.
In addition, vehicles on sidewalks are neatly arranged according to regulations. Parking areas (for cars, motorbikes, and bicycles) must be licensed, marked with lines, have posted prices, and operate within the permitted area; the road and sidewalks are clean and free of accumulated waste; and waste is collected on time and in the designated locations...
For the time being, the Hanoi People's Committee requires all wards and communes to implement a number of solutions from now until the end of the first quarter of 2026.
Accordingly, phase 1 involves conducting basic investigations, disseminating information, and mobilizing the public to comply with regulations on ensuring urban order, discipline, and civility; voluntarily dismantling and clearing violations related to encroachment on roads and sidewalks; and arranging vehicles on sidewalks according to regulations. Hanoi requires all units to complete this before December 31st.
Phase 2 involves a comprehensive inspection, handling, and removal of violations. Hanoi city leaders have requested that all units mobilize maximum resources and personnel to focus on thoroughly inspecting, handling, and removing all remaining violations throughout the city. Hanoi requires the completion of Phase 2 before January 30, 2026.
Phase 3 focuses on maintaining, preventing, and combating repeat violations. Hanoi requires units to maintain patrol, inspection, and violation handling activities; while also concentrating on organizing and implementing measures and solutions to prevent and combat repeat violations, ensuring that violations do not recur within their jurisdiction.
The Hanoi People's Committee has requested that at exactly 7:00 AM on December 13th, all units simultaneously begin implementing measures to restore order, discipline, and urban civility throughout the city.
