(Dan Tri Newspaper) - The Soc Son urban subdivision plan, zone 3 ( Hanoi ), covers an area of approximately 1,424 hectares. The urban development area includes functions such as parks, schools, housing, and a $420 million horse racing track.
The Hanoi People's Committee has just issued Decision No. 6396 approving the urban zoning plan for Soc Son area 3, at a scale of 1/2000, covering the communes of Phu Linh, Tien Duoc, Tan Minh, Xuan Giang, Duc Hoa, Dong Xuan, Kim Lu and Soc Son town (Soc Son district).
The plan aims to concretize the approved General Planning for the Construction of Hanoi Capital, the General Planning for the Construction of Soc Son District, and the General Planning for the Soc Son Satellite City, and to provide direction for adjusting the General Planning of Hanoi Capital until 2045, with a vision to 2065.
This plan provides the legal basis for land use management, identifying construction investment projects and preparing detailed plans, proposing a list of investment programs and strategic projects, controlling development and urban management, etc.
According to the decision, the planning study area for the Soc Son urban subdivision, zone 3, covers approximately 1,424 hectares. The projected population by 2030 is approximately 46,210 people.
To the north, it borders the planned road leading to Soc Temple. To the south, it borders the newly planned Route 18. To the west, it borders the protection corridor and the Hanoi- Thai Nguyen national railway. To the east, it borders a planned urban road 40 meters wide.

In essence, this is an urban development area, comprising key functions such as a healthcare-cultural- educational complex; urban public services; a city-level sports and recreation center (horse racing track); an area for renovating existing villages, developing ecological projects, community services, and high-quality housing; and a technical infrastructure hub (a transportation hub connected to and supporting urban functions).
Specifically, Zone III.1 (246.5 hectares) comprises two planning zones designated III.1-1 and III.1-2, which are designated as ecological urban development areas, emphasizing green spaces and water bodies. Zone III.1-1 is designated as a regional center for sports, recreation, and entertainment (horse racing track), while Zone III.1-2 is designated as a new housing development area with a complete social infrastructure system. Additionally, it will develop commercial and service functions to support the horse racing track area in particular and the entire region in general.
Zone III.2 (1,169.85 ha) comprises 14 planning zones designated from III.2-1, III.2-2… to III.2-13, III.2-14. This area focuses on developing complex functions including healthcare, culture, and education, urban public services, forming a multimodal transport center, developing commercial and service areas, offices, hotels… connecting with the Da Phuc station area, developing social infrastructure systems, expanding new residential land around existing villages, and completing independent residential groups and units.
The Hanoi People's Committee has assigned the Soc Son District People's Committee to preside over and coordinate with the Hanoi Institute of Construction Planning and the Hanoi Department of Planning and Architecture to publicly announce the approved planning project's contents to relevant organizations, agencies, and the public for their information and implementation.
Earlier this year, the People's Committee of Soc Son District held a consultation on the detailed planning project (1/500 scale) for the multi-functional entertainment complex and horse racing track in Tan Minh and Phu Linh communes and Soc Son town. The project has an estimated investment of approximately 420 million USD, creating direct jobs for about 5,000 workers and attracting around 25,000 workers to other service sectors.
