Hanoi strives to attract 20,000 rural workers to vocational training each year.

According to Plan No. 316-KH/TU dated April 23, 2025 of the Hanoi Party Committee to implement Directive No. 37-CT/TW dated July 10, 2024 of the Secretariat on innovation in vocational training for rural workers, the Hanoi People's Committee has just issued an implementation plan in the area.

Accordingly, Hanoi aims to continue comprehensive innovation, improve the quality and effectiveness of vocational training for rural workers, in order to improve the quality of human resources, create stable jobs, increase the income of rural workers, contribute to the transformation of labor structure, economic structure, meet the requirements of industrialization, modernization of agriculture, rural areas and socio-economic development in Hanoi in the period of 2025-2035 and the following years.

This is also the goal of fundamentally innovating career guidance and streaming in general education to suit the needs of socio-economic development; promoting vocational training associated with advanced and modern production methods, suitable for green agriculture , organic agriculture, high-tech agriculture; promoting multi-value integration, increasing added value, promoting regional, local advantages... Hanoi strives to annually attract about 20,000 rural workers to participate in vocational training at all levels in the field of vocational education, contributing to raising the rate of trained workers to 80%; of which the rate of workers with degrees and certificates in the city will reach 60% by 2030.

To implement the above plan, Hanoi focuses on 8 key tasks: Propaganda work; innovation, improving the quality and effectiveness of vocational training; vocational training for rural workers associated with training and fostering to improve digital skills for people; ensuring resources and conditions for vocational training; innovating and developing training programs and methods; developing a team of teachers and vocational trainers; strengthening leadership, direction, inspection and supervision; financial investment for vocational training...
