Hanoi: The truth behind the massage parlor and porridge shop in Ha Dong

On November 13, Ha Dong District Police ( Hanoi City) announced that the Criminal Police Department had just detained Hoang Van Vu (35 years old) and Tran Duc The (41 years old) to investigate the act of lending at high interest rates in civil transactions.

According to the authorities, following the direction of the Hanoi City Police to launch a high-point campaign to attack and suppress crimes and law violations related to "black credit" activities, the Ha Dong District Police discovered a back-massaging establishment at 249 Chien Thang Street (Van Quan Ward) with signs of black credit. The owner of this establishment is Vu.

During the investigation, the criminal police determined that Vu and a number of other subjects were operating loan sharking activities in the form of "lucking bowls of money".

On November 9, the Criminal Police Team and Van Quan Ward Police simultaneously searched the residences of Vu and The, seizing many documents showing illegal credit activities.

At the investigation agency, Vu and The stated that since the beginning of 2023, both of them discussed and agreed to contribute capital to a financial business organization that lends money at high interest rates in the form of "lucking money", with interest rates ranging from 146%/year to 183%/year.

To avoid detection by authorities, Vu opened a back massage facility, and The opened a porridge shop in BT8 Van Quan area.

When there is a borrower, Vu and The will meet, check information, complete loan paperwork and remind the borrower to pay daily. Both use phones and social networks to manage borrowers, exchange information and finalize data.

Initially, Ha Dong District Police determined that this illegal credit group operated in many districts in Hanoi such as Ha Dong, Thanh Xuan, Hai Ba Trung, Nam Tu Liem, Chuong My... with loans of billions of dong.

During the peak period of more than 1 month (October to present), Ha Dong District Police have continuously destroyed 3 gangs and prosecuted 3 cases of loan sharking in civil transactions.
