On the afternoon of October 17, after the closing of the 18th Hanoi Party Congress, the Hanoi Party Committee held a press conference to inform about the results after the congress.

Mr. Nguyen Van Phong - Standing Deputy Secretary of the Hanoi Party Committee - chaired the press conference. Mr. Le Hai Binh - Standing Deputy Minister of Culture, Sports and Tourism - attended the press conference.

At the press conference, questions about the arrangement of positions of Deputy Secretaries of the City Party Committee after the congress received special attention from press agencies, especially when Mr. Nguyen Ngoc Tuan - Deputy Secretary of the Hanoi Party Committee, term XVII, Chairman of the Hanoi People's Council for the 2020-2025 term did not participate in the new Party Executive Committee due to being too old.

Responding, Mr. Nguyen Van Phong said that the 18th Hanoi Party Executive Committee just held its first meeting to elect positions including the Standing Committee, Secretary, Deputy Secretary, Inspection Committee and Chairman of the City Party Committee's Inspection Committee.

"As for the assignment of the above positions and what those positions are, it will be implemented according to the congress's personnel plan.

And the personnel plan of the congress with key positions of the city has been approved by the Politburo and will be implemented in the coming time" - Mr. Phong said.

Responding further, Mr. Ha Minh Hai - Head of the Hanoi Party Committee's Organization Committee - said that regarding the assignment of positions to Deputy Secretaries of the Party Committee after the congress, the Party Committee has clearly defined it in the personnel plan.

According to him, tasks such as preparing personnel work, electing delegates to attend the 14th National Party Congress, and preparing personnel for the 18th Hanoi Party Congress have been met and ensured according to the structure in the approved personnel plan.

Hanoi identified two important issues to focus on: selecting and evaluating officials. Regarding the selection of officials, Mr. Hai said the city selects officials based on the principle of finding competent people.

"We also determine the motto and viewpoint in evaluating cadres as having entry, exit, promotion, and demotion, and evaluating based on specific results.

Hanoi considers the above motto as a normal thing and becomes the public service culture of the capital" - Mr. Hai added.

Accordingly, officers who have been assigned and arranged positions but do not meet the requirements will have to move to another position to find someone who can do the job better.

Regarding the evaluation of cadres, Mr. Hai said Hanoi will base its evaluation on data, standards, results, and final output products.

"Basically, Hanoi has just completed building a database of civil servants. By applying technology, the results of civil servant evaluation will be carried out transparently" - Mr. Ha Minh Hai informed.

Previously, on the morning of October 17, continuing the program of the Hanoi Party Congress, Chairman of the Hanoi People's Committee Tran Sy Thanh announced the election results of the Secretary and Deputy Secretary of the Hanoi Party Committee for the 18th term, 2025 - 2030.

Accordingly, the Standing Committee of the Hanoi Party Committee elected:

1. Ms. Bui Thi Minh Hoai - Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi National Assembly Delegation, 15th term, Secretary of the Party Committee of the Capital Command - continues to hold the position of Secretary of the Hanoi Party Committee.

2. Mr. Tran Sy Thanh - Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Committee, Deputy of the 15th National Assembly - continues to hold the position of Deputy Secretary of the Hanoi Party Committee.

3. Mr. Nguyen Van Phong continues to hold the position of Permanent Deputy Secretary of the Hanoi Party Committee.

4. Ms. Phung Thi Hong Ha - Permanent Vice Chairwoman of Hanoi People's Council - holds the position of Deputy Secretary of Hanoi Party Committee.

5. Mr. Nguyen Trong Dong - Vice Chairman of Hanoi People's Committee - holds the position of Deputy Secretary of Hanoi Party Committee.
