Lieutenant General Nguyen Van Gau, Deputy Head of the General Political Department of the Vietnam People's Army, suggested that the mass mobilization committees at all levels and the armed forces in Ha Tinh continue to innovate and improve the effectiveness of mass mobilization work, creating favorable conditions for socio-economic development and ensuring national defense and security.
Continuing their working visit to Ha Tinh, on the morning of September 6th, the delegation from the Central Committee's Mass Mobilization Department, the Ministry of Public Security , and the General Political Department of the Vietnam People's Army, led by Lieutenant General Nguyen Van Gau – Member of the Central Committee of the Communist Party of Vietnam, Deputy Head of the General Political Department of the Vietnam People's Army – held a working session on the results of the coordinated mass mobilization work program of the armed forces in 2023. Head of the Provincial Party Committee's Mass Mobilization Department, Truong Thanh Huyen, reported on the results of the coordinated mass mobilization program between the Provincial Party Committee's Mass Mobilization Department and the Provincial Military Command and Provincial Police Department.
In implementing the coordinated work program between the Central Committee's Mass Mobilization Department, the General Political Department of the Vietnam People's Army, and the Ministry of Public Security, the Provincial Party Committee's Mass Mobilization Department, the Provincial Military Command, and the Provincial Police Department have proactively studied, disseminated, and implemented coordinated programs among cadres, civil servants, armed forces soldiers, and the people.
The Party Committee's Mass Mobilization Department and the Armed Forces will strengthen coordination in advising Party committees and governments at all levels to concretize and promptly and effectively implement resolutions, directives, decisions, and conclusions of the Party, policies and laws of the State, and those of the Ministry of National Defense and the Ministry of Public Security related to mass mobilization work and military and national defense tasks, ensuring security, order, and social safety in the locality.

Colonel Nguyen Xuan Thang - Member of the Standing Committee of the Provincial Party Committee, Commander of the Provincial Military Command, provided information on the coordination between military forces and agencies and units in carrying out mass mobilization work in Ha Tinh province.
The mass mobilization and armed forces blocs are strengthening coordination to improve the effectiveness of patriotic emulation movements and the "Skilled Mass Mobilization" emulation movement, linking them to the political tasks of localities and units. They are focusing on building and replicating models and exemplary cases of "Skilled Mass Mobilization" in various fields, especially in difficult and complex areas that the entire political system is focusing on leading and implementing. They are actively monitoring the situation of the people, religious groups, and ethnic groups; advising Party committees and governments at all levels on many policies, solutions, and plans for mobilizing the people; and ensuring national defense and security throughout the province.
Colonel Nguyen Hong Phong - Member of the Standing Committee of the Provincial Party Committee, Director of the Provincial Police Department - assessed the important role of mass mobilization work in implementing the Party's guidelines and policies, the State's laws, and in carrying out socio-economic development tasks and ensuring security and national defense in the province.
On this occasion, Ha Tinh also requested the 4th Military Region Command to continue paying attention to deploying units to carry out field exercises and civilian outreach work in the province, especially in localities that have not yet met the standards for new rural areas and in difficult regions...
Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung informed the delegation about the outstanding achievements in socio-economic development and ensuring national defense and security in the province. These achievements were due not only to the strong determination of the entire political system but also to the important contributions of the coordination between the mass mobilization sector and the armed forces.

To improve the quality and effectiveness of the coordinated program for mass mobilization work in the province, the Standing Deputy Secretary of the Provincial Party Committee requested that units focus on thoroughly understanding and effectively implementing the Party's guidelines and resolutions on mass mobilization, national defense, and security; and the coordinated programs of the Central Mass Mobilization Committee with the General Political Department of the Vietnam People's Army and the Ministry of Public Security, in line with practical requirements.
Emphasis should be placed on promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style, in conjunction with improving public service ethics and promoting the exemplary role of cadres and soldiers; effectively promoting the role of the armed forces in participating in building the political system at the grassroots level, developing the economy, culture, society, national defense, and security; and strengthening close monitoring of local areas, thoroughly understanding the situation, thoughts, and legitimate aspirations of the people.
Coordinate efforts to promote patriotic emulation movements and campaigns, focusing on building, identifying, rewarding, and replicating models and exemplary examples of "effective mass mobilization" and "good mass mobilization units" within the armed forces; strengthen coordination in organizing training and professional development in mass mobilization work for officers and soldiers, especially focusing on knowledge and skills in mass mobilization work, ethnic affairs, and religious affairs for forces engaged in mass mobilization work.
Speaking at the meeting, Lieutenant General Nguyen Van Gau, Deputy Head of the General Political Department of the Vietnam People's Army, acknowledged and commended the results and achievements in implementing the coordinated mass mobilization program of the armed forces of Ha Tinh province in the past period, making an important contribution to the socio-economic development, ensuring national defense and security of the province, and the political tasks of each agency and unit.

Lieutenant General Nguyen Van Gau requested that agencies and units focus on leading and directing the thorough rectification of the shortcomings and weaknesses pointed out by the inspection team; at the same time, actively and proactively research and innovate the content and methods of conducting mass mobilization work to suit the actual conditions, in conjunction with effectively implementing the "Skilled Mass Mobilization" emulation movement, building "Good Mass Mobilization Units," and replicating new factors, advanced models, and examples of good people and good deeds, especially in difficult areas.
Effectively implement the task of building a national defense system based on the participation of the entire population, linked with the people's war strategy and the movement of all citizens participating in protecting national security in the new situation; continue to do a good job of coordinating in gathering information on the local area, the situation of the people, and issues related to ethnicity and religion... in order to advise local Party committees and authorities on resolving emerging issues definitively.
