2050 - Hai Phong will be recognized as a global maritime city.
According to the report presented at the Hai Phong City Planning Appraisal Conference for the period 2021-2030, with a vision to 2050, the plan aims to develop the city by 2030 into a major seaport city, a crossroads of one of the most vibrant economic triangles: Hanoi - Hai Phong - Quang Ninh, playing a driving role in the development of the Northern region and the whole country.

From a macro perspective, many experts also believe that Hai Phong is a particularly important locality in the country, possessing all five modes of transportation: road, rail, maritime, air, and inland waterway; along with favorable natural conditions, human resources, history, and culture... to achieve breakthrough development during the planning period.
By 2050, Hai Phong aims to become a global maritime city with a high level of development and a good living environment, on par with leading port cities in Asia and the world. Hai Phong will develop based on three main pillars: port services; green, smart, and modern industries; and, in particular, the development of an international marine tourism center.
Promoting the economic development of the southern coastal region.
One of Hai Phong's first steps in realizing its 2050 vision is the planning and construction of the Nam Do Son Port, linked to the establishment of the South Hai Phong Coastal Economic Zone; connecting to the coastal expressway and Tien Lang airport; and expanding the space for marine economic development.
This development objective plays a crucial role in the economic restructuring process of Hai Phong in particular and Vietnam in general; it helps expand regional linkages, leverage regional advantages, promote strong trade, and create opportunities for the overall economic development of the entire region.
Lach Huyen Port.
The city will develop the Lach Huyen gateway port and the Nam Do Son port into an international gateway port cluster with container transshipment functions; promote the application of digital technology in the field of port services and logistics; and expand the development space of coastal economic zones in the city.
This serves as a leverage to gradually develop Hai Phong seaport into an international transit gateway – one of the busiest trading hubs in Vietnam, contributing to reducing logistics costs, enhancing the competitiveness of products and businesses, and meeting the development needs of the country.
Realizing the goal of becoming an international seaside tourism center.
Regarding tourism development, Hai Phong has identified the construction of a highly attractive coastal tourism complex, making tourism a truly leading economic sector of the city. At the same time, it aims to link with provinces in the Red River Delta, especially Quang Ninh and the provinces of the Northeast Coast, to become a tourism hub connecting with the region and the world.
According to Decision No. 323/QD-TTg of the Prime Minister, the Hai Phong tourism network plan until 2030 is capable of accommodating 30-35 million visitors, and approximately 35-40 million visitors by 2040.
According to Mr. Vu Huy Thuong, Deputy Director of the Hai Phong Department of Tourism, beach tourism is Hai Phong's strength, with two famous tourist destinations, including Do Son District.
According to the draft planning document for Hai Phong City for the period 2021-2030, with a vision to 2050, Do Son is expected to be built and developed into a modern, smart coastal tourism city; completing the criteria for a type I city before 2025 and gradually building the criteria for a special city, expanding the urban space to the West.
To gradually realize that goal, Do Son has been attracting major investors, contributing to a significant transformation of its appearance. Among these, the Dragon Hill International Tourist Area Project, invested in by Van Huong Investment and Tourism Joint Stock Company, is particularly noteworthy.
Dragon Ocean Do Son is considered a key project not only for the city but also for Northern Vietnam, offering a super-complex of resorts, sports, and entertainment entirely on the sea, integrating all five types of tourism in one destination.
After more than a year since its launch and official operation in 2022, the project boasts an impressive collection of figures, including welcoming approximately 2 million visitors to Do Son, being the venue for over 30 large-scale cultural, artistic, and community events, most notably the record-breaking car formation in the shape of the map of Vietnam, which brought together 1,700 cars from across the country.
The Dragon Hill International Tourist Area is continuously heating up the market as a series of key amenities officially come into operation in 2023.
In 2023, the project also launched a series of new amenities such as: Dragon Beach, a 5-star hotel, a seaside golf course, a spiritual tourism area, a seaside square, a shell-shaped restaurant, a beach bar, camping, etc.; continuing to create a "boost" for the remarkable development of Do Son tourism in 2023.
According to statistics from the Do Son District Department of Culture, the district welcomed nearly 300,000 visitors during the long summer holiday of 2023 – almost three times more than the same period in 2022; at the same time, the Dragon Hill International Tourist Area also continuously welcomed more than 10,000 visitors each weekend during the peak summer season. This shows that Dragon Hill in particular and Do Son District in general are gradually developing to "break" the target of attracting 2.5 million tourists in 2023.
In addition, the Dragon Hill International Tourist Area is continuing to expand investment, implement construction, and complete new projects in the next phase, such as: Legend Park Water Park, Cat Long Beach, Dragon Beach 2 Square, Marina, etc.
With the successive commissioning of a series of key facilities, the Dragon Hill International Tourist Area is expected to transform the face of tourism in Do Son, contributing to the realization of the goal of making Hai Phong an international coastal tourism center.
