Support businesses, nurture revenue
As of March 14, the export turnover processed at Thanh Hoa Customs Department reached 0.92 billion USD, up 32% over the same period; the import turnover reached 1.98 billion USD, up 35% over the same period. Of which, the import and export turnover of taxable goods reached 1.96 billion USD, up 33% over the same period in 2023. |
Speaking to reporters, Director of Thanh Hoa Customs Department Le Xuan Hue said that in order to achieve the highest results in budget collection, the unit's leaders have directed the affiliated branches to proactively implement solutions to increase revenue and prevent state budget losses in accordance with the characteristics and situation. At the same time, proactively assess the impact of international integration commitments that may affect revenue, closely follow the developments in world oil prices to promptly assess the level of impact; the implementation of new projects, import and export activities of enterprises operating in the management area, promptly have solutions to promote and nurture revenue sources, ensuring correct and sufficient collection.
In particular, the business support policies of the Government, the National Assembly as well as Thanh Hoa province are promptly updated and disseminated so that the business community can proactively grasp and effectively implement them.
The tasks are specifically implemented by the customs branches under the Thanh Hoa Customs Department in line with the situation of the management area. At the Thanh Hoa Port Customs Branch, Head of the Branch Ngo Van Thanh said that the management area of the branch is spread across industrial parks in the province with more than 200 enterprises operating in import and export, of which nearly 150 enterprises have regular import and export activities; the main goods are garments, footwear, seafood, construction materials, etc. These are not only enterprises that create jobs for tens of thousands of workers but also make important contributions to the economic growth of the province. Therefore, creating conditions for these enterprises to promote import and export activities is identified by the unit as an important, regular task and a criterion for assessing the level of task completion of civil servants.
“With the goal of accompanying businesses, the Department maintains organizing customs-business dialogue conferences; in addition, arranging and assigning civil servants to suitable job positions, meeting the needs of state management of customs; properly and fully implementing customs procedures. Thanks to that, the number of declarations and import-export turnover have increased every year,” said Mr. Ngo Van Thanh.
As of March 10, Thanh Hoa Port Customs Branch completed customs procedures for more than 230 enterprises, with more than 22,400 declarations, import-export turnover reached more than 800 million USD; budget revenue reached more than 38 billion VND, up 6.7% over the same period last year.
As a key unit contributing to the state budget revenue of Thanh Hoa Customs Department, Nghi Son Port Customs Branch has promoted the advantages of its management location to attract shipping lines and import-export enterprises to carry out procedures, making an important contribution to the socio-economic development of the province.
Head of Nghi Son Port Customs Branch Le Hong Phong said that for the past 3 consecutive years, the branch's state budget revenue has exceeded the target assigned by the Ministry of Finance. The revenue growth directly contributed more than 96% to the state budget revenue of Thanh Hoa Customs Department.
Shouldering an important responsibility, the head of the department said that reform and facilitation of import and export activities are given top priority. At the same time, proactively promoting the province's support policies, attracting shipping lines and enterprises operating in import and export to transport goods by container through Nghi Son seaport. As of March 14, 2024, there have been 8 crude oil import shipments completing customs procedures, the import volume reached nearly 2.2 million tons equivalent to 15.7 million barrels, the average crude oil price reached 80 USD/barrel, the average VAT amount reached 396 billion VND/oil shipment; the state budget revenue from imported crude oil reached more than 3,170.9 billion VND, accounting for 82.7% of the total budget revenue of the unit.
The achievements of the branches significantly contributed to the achievement of Thanh Hoa Customs Department ranking in the Top in terms of competitiveness index among provincial departments, agencies and branches in 2021 and 2022.
Continue to take advantage of seaports
Thanks to the effective implementation of solutions to accompany and support businesses and promote import and export by affiliated and subordinate units, as of March 14, the total import and export turnover of goods processed at Thanh Hoa Customs Department reached 2.9 billion USD, an increase of 34% over the same period in 2023.
The group of import and export goods that regularly go through procedures through the area include: limestone, wood chips; stone products; cement, clinker, plastic granules, petrochemical refining products; crude oil, petrochemical refining raw materials; machinery and equipment serving the construction of investment projects in Nghi Son Economic Zone; gypsum for cement and coal production; garment and footwear products...
In addition, Nghi Son Seaport has processed 8 container ships entering and leaving the country of two shipping lines CMA and VIMC with a total of 2,114 containers. The main group of goods exported by container are cassava chips, plastic granules, cardboard, stone powder, etc.
Deploying tasks in the following quarters, Thanh Hoa Customs Department identified one of the key solutions as mobilizing logistics enterprises to open ships at Nghi Son seaport and calling on import-export enterprises to carry out customs procedures at the unit to increase state budget revenue for the locality.
In addition, actively coordinate with departments and branches to advise the Provincial People's Committee in implementing the province's policies and guidelines on developing import-export activities. Strengthen coordination with the Vietnam Federation of Commerce and Industry, Thanh Hoa Branch, Thanh Hoa Business Association, Stone Association, Thanh Hoa Textile and Garment Association, etc., thereby promptly grasping and handling difficulties of enterprises, combining propaganda of legal documents and support policies of the State and the province to the business community.
