On December 3, the Hanoi Department of Construction issued information on implementing the direction of the Hanoi People's Committee on removing construction barriers of a number of projects being implemented in the capital to reduce traffic congestion.

Accordingly, on November 28, the Department of Construction presided over and coordinated with the City Police Department, the People's Committees of Giang Vo, Ngoc Ha, O Cho Dua, Van Mieu - Quoc Tu Giam, and Cua Nam wards, along with the Hanoi Urban Railway Management Board and the City's Management Board of Investment and Construction of Technical Infrastructure and Agricultural Projects to inspect the construction fencing work at a number of projects under construction.

Through inspection, the interdisciplinary inspection team determined that the Yen Xa wastewater system project was barricading 5 locations on Tran Phu street and 1 location on Phung Hung street, causing traffic congestion.
