The delegation was led by Associate Professor, Dr. Tran Quang Phu, Deputy Director of the Department of Training and Development Management; Dr. Nguyen Thi Ung, Head of the class, Deputy Head of the delegation, with 59 students from agencies such as: Ministry of Foreign Affairs; Ministry of Justice ; Ministry of Education and Training; Ministry of Culture, Sports and Tourism; Ministry of Health; Ministry of Science and Technology; Ministry of Agriculture and Environment; Central Internal Affairs Committee; Communist Magazine; Textile and Garment Group.

Speaking at the working session on November 25, Associate Professor, Dr. Tran Quang Phu respectfully thanked representatives of the Departments and functional agencies of Quang Tri province for their frank and substantive sharing on the implementation of the two-level local government model, especially issues related to resources, mechanisms and organization.

During the short but urgent working time, representatives of the provincial departments, branches and sectors provided a lot of important information to serve the research activities of the delegation. The head of the delegation expressed his belief that the support of the province would not only help students complete their learning tasks but also contribute to strengthening the connection between the Ho Chi Minh National Academy of Politics and the local government.

On the side of Quang Tri province, attending the working session were comrades: Nguyen Anh Phuong, Deputy Director of the Department of Finance; Do Van Hung, Deputy Director of the Department of Health; Vo Xuan Long, Deputy Director of the Department of Home Affairs; Nguyen Phu Quoc, Deputy Director of the Department of Agriculture and Environment; Vo Van Minh, Deputy Director of the Department of Education and Training; Nguyen Huu Thang, Deputy Director of the Department of Science and Technology. Representatives of the People's Committee of Quang Tri ward (new) were comrade Le Phuong Bac, member of the Standing Committee, Vice Chairman of the People's Committee of the ward and representatives of departments and offices.

According to the report of Quang Tri province (new), after merging Quang Binh province and Quang Tri province according to Resolution 202/2025/QH15, the two-level government apparatus has basically operated stably, effectively and efficiently. The province has an area of over 12,700 km², a population of nearly 1.9 million people; the administrative unit system has been streamlined from 264 to 78 communes, wards and special zones. The provincial and commune-level apparatus has been improved according to regulations, with a sharp reduction in focal points and public service units; the whole province currently has more than 40,000 cadres, civil servants, public employees and workers.

In the context of natural disasters, floods and economic fluctuations, the province has focused on directing the overcoming of consequences, promoting production and business and disbursing public investment. The socio-economy remains stable, many sectors have achieved positive results: GRDP increased by 7.92%; agriculture and industry maintained growth momentum; trade and services recovered well; tourism welcomed nearly 9 million visitors in 10 months; the investment environment has improved, with 167 domestic projects and 4 FDI projects approved for investment. Attention has been paid to social security, education, health care and culture; political security and social order and safety continue to be ensured.

The province also stepped up the implementation of the Central Government's resolutions on administrative unit arrangement and the construction of a two-level government model, thereby streamlining the focal points and improving the effectiveness of state management. Administrative reform, citizen reception, complaint and denunciation settlement and inspection were carried out in accordance with regulations. Foreign affairs, national defense and security activities were maintained.

In addition to the achieved results, the report shows that the province still faces a number of difficulties: Agriculture is damaged by extreme weather, pests and livestock diseases; the progress of some projects is still stuck in site clearance, affecting public investment disbursement; some areas are affected by storms and unusual natural disasters.

On the basis, the representative of the People's Committee of Quang Tri Ward presented a report on the socio-economic situation of the ward after the administrative unit arrangement. Accordingly, Quang Tri Ward continues to maintain stable socio-economic development. The fields of trade - services, small-scale industry maintain growth; urban infrastructure receives investment attention; people's lives generally improve, cultural - social activities and social security are ensured. Urban management, construction order, environmental protection are strengthened, the government apparatus initially operates stably.

However, the ward still faces some difficulties such as limited resources for infrastructure investment; the process of boundary arrangement has increased the administrative workload, while the human resources are thin; some traffic routes are degraded; land management and urban order are still under pressure due to the large population; budget collection is not really sustainable; the lives of a part of the people are still difficult, especially in old residential areas.

Through discussions with students of the Advanced Political Theory class K75.B09, representatives of departments, branches, sectors and the Ward People's Committee clarified many issues of interest, from digital transformation, management work, staff training to improving the quality of human resources in areas such as health and agriculture. The units also raised some difficulties in the process of arranging headquarters, organizing the apparatus and personnel at the local level to implement the two-level government model, while ensuring the requirements of saving, avoiding waste and preventing negativity.

At the end of the working session, Head of the working group, Associate Professor, Dr. Tran Quang Phu highly appreciated the practicality and effectiveness of the field research trip to Quang Tri province. The information, data and experiences shared by departments, branches, sectors and ward authorities helped students of the Advanced Political Theory class K75.B09 better understand the reality of implementing the two-level government model, as well as the issues arising in local socio-economic management and development. This is a valuable source of information, contributing to the practical support for the learning, research and application of theoretical knowledge into practice of students.

On the same morning, in the presence of representatives of the People's Committee of Quang Tri ward, the working delegation carried out charity activities, awarding scholarships to students from poor households and difficult circumstances at Nguyen Tat Thanh Primary and Secondary School.

More than 40 scholarships were awarded to disadvantaged students, including many disabled and orphaned children. Teacher Nguyen Quang Vinh, Party Cell Secretary and School Principal, expressed his gratitude and said that these meaningful gifts helped to ease the burden on the students and make them more confident on their journey to school, while also demonstrating the spirit of “helping each other”, the beautiful tradition of kindness and sharing of the nation.

Also in the working program, the delegation offered incense and visited the special national relic of Quang Tri Ancient Citadel and the Road 9 Martyrs' Cemetery. The visit brought the members deep emotions, reminding them of the heroic history and indomitable patriotism of the heroic martyrs who fought and sacrificed to protect the independence and freedom of the Fatherland.
