The 18th Provincial People's Council opens its 35th session.

On the morning of December 11th, the 18th Provincial People's Council, term 2021-2026, held the opening ceremony of its 35th session (the regular year-end session of 2025). Comrades Hoang Nghia Hieu – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh – Standing Vice Chairman of the Provincial People's Council; and Nguyen Nhu Khoi – Provincial Party Committee member, Vice Chairman of the Provincial People's Council, presided over the session.

Hoang Nghia Hieu, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered the opening speech at the session.

In his opening remarks at the session, Comrade Hoang Nghia Hieu – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council – stated that, in parallel with the province's development over the past year, and continuing the spirit of innovation and flexibility, the Provincial People's Council has successfully held 9 sessions, including 8 specialized sessions, to consider and approve 83 resolutions, making a significant contribution to effectively achieving the goals and tasks of socio-economic development, national defense and security, and foreign affairs of the province.

Looking back at 2025, amidst a volatile and complex global and domestic context, the province faced both advantages and difficulties, particularly in simultaneously developing its socio-economic sector and implementing the review, restructuring, and streamlining of the two-tiered government apparatus as directed by the Central Government; in addition, it suffered heavy losses due to natural disasters, storms, and floods. However, with the efforts of all levels and sectors, the province's socio-economic development generally achieved many positive and comprehensive results across all sectors and fields, with 22 out of 25 key indicators completed and exceeding the set plan. The province also effectively implemented and ensured the progress of the action program to implement the 7 strategic resolutions of the Politburo . Continue to implement action programs and specific plans to concretize Resolution No. 39 dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, and Resolution No. 137 dated June 26, 2024, of the National Assembly on supplementing pilot mechanisms and specific policies for the development of Nghe An province.

At this session, according to the approved agenda, the Provincial People's Council will consider and give opinions on the socio-economic development plan for 2026; the socio-economic development plan for the period 2026-2030; the public investment plan for 2026; the 5-year provincial financial plan for the period 2026-2030; the estimated state budget revenue in the province, local budget expenditure and the plan for allocating the local budget in 2026; and amend and supplement Resolution No. 21 dated December 9, 2021 of the Provincial People's Council promulgating the Regulations on principles, criteria and allocation norms for recurrent expenditure estimates of the local budget in 2022, stable until 2025 in the province. Regarding the adjustment of the 2025 state budget estimates… The Chairman of the Provincial People's Council requested that the provincial People's Council delegates focus on a realistic and comprehensive assessment of the achievements, limitations, and difficulties; clarify responsibilities and objective and subjective causes in the organization and implementation of socio-economic development and budget tasks.

Based on the submissions from the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council will discuss and approve 44 draft resolutions in various fields, many of which contain very important contents that directly impact the socio-economic development, culture, education, health, and lives of the people of the province.

The Provincial People's Council will perform its oversight function by reviewing and commenting on reports submitted by the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and a number of agencies and units at the session as prescribed. It will also review the report on the results of the Provincial People's Council's thematic oversight on the implementation of the National Target Program for Sustainable Poverty Reduction in the province.

The session will conduct questioning on two groups of issues: the effectiveness of state management in responding to and mitigating the consequences of natural disasters and restoring sustainable livelihoods for people in the province - current situation, causes and solutions for the future; and the digital transformation in the operations of state agencies in the province - current situation, causes and solutions for the future.

In addition, the session carried out personnel work, electing the Vice Chairman of the Provincial People's Committee, and electing and dismissing members of the Provincial People's Committee for the 2021-2026 term, according to its authority.

It was emphasized that the 35th session of the 18th Provincial People's Council took place immediately after the conclusion of the 10th session of the 15th National Assembly; especially in preparation for the 14th National Congress of the Party; and for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term. This session is of great importance, with a large volume of work and many resolutions to be considered and passed. Therefore, the Chairman of the Provincial People's Council requested the Provincial People's Committee, relevant departments and agencies, and the delegates of the Provincial People's Council to focus their intellect, uphold a high sense of responsibility, carefully study the contents, actively participate in discussions in the working groups and the plenary session, participate in questioning, express their opinions, and create high consensus so that the People's Council can make decisions that are appropriate to the practical situation and in accordance with the law. It was also requested that leaders of agencies, units, and localities invited by the Provincial People's Council to attend the session fully participate and contribute actively to the contents of the session.

It is expected that 22 out of 25 key targets set in the 2025 plan will be achieved or exceeded.

Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An reported on the socio-economic development situation in 2025.

According to the Standing Vice Chairman of the Provincial People's Committee, Bui Thanh An: Implementing the socio-economic development plan for 2025 is challenging given the context of a rapidly changing, complex, and unpredictable global and regional situation. The province must carry out a large volume of important and urgent tasks in a short period, especially the revolution in reorganizing the administrative apparatus and establishing a two-tiered local government model; and preparing and organizing the Party congresses at all levels for the 2025-2030 term. The domestic and provincial economies of Nghe An have shown positive recovery, but still face many difficulties, particularly the consecutive impact of three storms and tornadoes accompanied by heavy rain, which caused severe damage to property, infrastructure, production activities, and people's lives.

Implementing the Resolutions and Conclusions of the Central Committee and the Politburo, the direction and management of the Government, the Prime Minister, central ministries and agencies, and the Resolutions and Conclusions of the Provincial Party Committee and the Provincial People's Council; the Provincial People's Committee and all levels and sectors have closely followed the practical situation, focusing on decisively, flexibly and effectively directing tasks and solutions.

From the beginning of the year, the Provincial People's Committee issued a decision directing and managing with 12 main groups of tasks and solutions and 177 specific tasks; developed growth scenarios, and established 5 working groups to monitor sectors and fields, headed by the Vice Chairmen of the Provincial People's Committee, who directly directed, inspected, urged, and resolved difficulties and obstacles in the implementation process. The direction and management work was implemented decisively, proactively, and with a focus on key areas; timely response and flexible and effective handling of emerging issues; and the responsibility of sectors and levels in performing tasks was enhanced.

In particular, the Provincial People's Committee has focused on decisively directing the implementation of key tasks: reviewing, reorganizing, and streamlining the apparatus and organization of local governments at two levels, and preparing well the conditions for the two-level local government system to become operational from July 1, 2025; effectively implementing and ensuring the progress of the plan/action program for implementing the seven strategic resolutions of the Politburo recently issued (Resolutions 57, 59, 66, 68, 70, 71, 72).

Thanks to the decisive and coordinated involvement of the entire political system, the collective efforts and endeavors of the people and businesses, the province's socio-economic situation has achieved many important results; it is expected to complete and surpass 22 out of 25 key targets of the 2025 plan.

The economy continued its growth momentum across all sectors, with some notable highlights: Despite the overall difficulties, the Gross Regional Domestic Product (GRDP) growth rate is estimated at 8.44% (ranking 3rd in the North Central sub-region and 13th nationwide); of which, the agriculture, forestry, and fisheries sector is estimated to grow by 2.66%; the industry and construction sector is estimated to grow by 13.35% (industry alone increased by 14.54%); and the service sector is estimated to grow by 7.5%.

State budget revenue is estimated at 26,560 billion VND, reaching nearly 150% of the projected target, an increase of 3.9% compared to 2024 (the first year exceeding the 26 trillion VND mark, ranking 17th nationwide and 2nd in the North Central region); of which, domestic revenue is estimated at 24,700 billion VND, and revenue from import and export activities is estimated at 1,710 billion VND.

Despite facing numerous adverse weather conditions, agricultural, forestry, and fisheries production has been proactively and flexibly directed by the agricultural sector to overcome difficulties. Total grain production is estimated at over 1.2 million tons. Industrial production is a prominent highlight, maintaining high growth momentum and serving as the main driving force contributing to the province's economic growth; the industrial production index is estimated to increase by 17%, of which the processing and manufacturing industry increased by 14% (especially the production of electronic components by FDI projects in the Southeast Nghe An Economic Zone). Total retail sales of goods are estimated at VND 125,000 billion, an increase of 5.23%; total export turnover of goods is estimated at USD 4.4 billion, an increase of 38.72%. It is estimated that by the end of 2025, the province will welcome approximately 9.9 million tourists; of which about 6.2 million will be overnight visitors, an increase of 6.9% compared to the same period.

The direction, management, and supervision of the acceleration of the implementation and disbursement of public investment plans and the three national target programs were carried out decisively from the beginning of the year. As of November 30, 2025, the total disbursement in the province was VND 7,318.095 billion, reaching 67.53% of the plan assigned by the Prime Minister, higher than the national average disbursement rate (60.6%). Many key projects were focused on and basically completed, such as the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) - section from Km7 to Km76, and the Nghe An Oncology Hospital phase 2...

Attracting investment continues to be a bright spot, with the total newly registered and increased investment capital of projects reaching over VND 40.28 trillion (as of November 30, 2025); of which foreign direct investment (FDI) reached over USD 1 billion, continuing to be among the localities attracting the largest FDI in the country.

Currently, there are 6 social housing projects under construction in the province, totaling 2,292 units. It is expected that in 2025, Nghe An province will exceed the target of 1,420 social housing units assigned by the Prime Minister.

Cultural, social, and social welfare sectors have received attention and achieved many positive results. Administrative reform and digital transformation continue to receive strong leadership and have shown positive progress. Besides the achievements, there are still some difficulties and shortcomings that need to be addressed in the coming period, such as: Three economic development indicators are expected to fall short of the set targets, especially the indicators for growth in gross regional product (GRDP) and GRDP per capita. There have been heavy losses and damages due to natural disasters. Businesses are facing many difficulties in their production and operations; the structure of budget revenue is not truly sustainable, with revenue from land use fees still accounting for a large proportion…

Also at the session, the Provincial Fatherland Front Committee presented a summary of its activities in participating in government building, the opinions and recommendations of voters and the people in the province, and proposed necessary issues to the Provincial People's Council and the Provincial People's Committee; the Standing Committee of the Provincial People's Council reported a summary of the contents of the submissions and draft resolutions presented to the session; the Provincial People's Committee reported a summary of the contents of the submissions and draft resolutions presented to the session; the Standing Committee of the Provincial People's Council reported a summary of the results of the review by the Standing Committee and the Committees of the Provincial People's Council on the reports and draft resolutions submitted to the session; and the Provincial People's Council's Supervisory Delegation reported a summary of the results of the supervision of the implementation of the National Target Program for Sustainable Poverty Reduction in the province.
