Forming a medicinal materials industry center in Quang Nam province

Kinhtedothi - Deputy Prime Minister Le Thanh Long signed Decision No. 463/QD-TTg dated February 28, 2025, approving the Project "Development and formation of a medicinal plant industry center in Quang Nam province with Ngoc Linh ginseng as the main crop".

Making Quang Nam the center of the medicinal herb industry for the whole country.

The objective of the Project is to develop a comprehensive system of medicinal plant raw material areas and processing, production, business, and scientific research, etc., to gradually transform Quang Nam province into a center of the national medicinal plant industry; to maximize the potential of the national product Ngoc Linh ginseng and other strong medicinal plants in the area, contributing to making Vietnam's medicinal plant industry a high-value commodity production sector.

For the period 2025-2035, the Project aims to maintain and develop a suitable area for raw material cultivation; prioritizing the development of Ngoc Linh ginseng and other medicinal plants with economic advantages and value, a market for consumption, and suitability to the ecology of each locality.

Establishing and developing a production chain encompassing seed production, cultivation, processing, manufacturing, and consumption of medicinal plants, adhering to the principles and standards of Good Agricultural and Collection Practices for Medicinal Plants (GACP-WHO) of the World Health Organization.

Before 2030, complete land use planning and related plans, determine the site layout, and gradually invest in the construction of infrastructure for the central medicinal plant industry in industrial zones in Quang Nam province, initially focusing on the Chu Lai Open Economic Zone; upgrade and improve infrastructure and regional transportation connections, creating favorable conditions for development and attracting investment in the medicinal plant industry.

During the period from 2036 to 2045, the goal is to complete a synchronized and modern infrastructure system to meet the requirements of the medicinal plant industry in the area; diversify medicinal plant products and products derived from medicinal plants, with Ngoc Linh ginseng as the main product, ensuring quality that meets domestic consumption requirements and participates in the global medicinal plant industry value chain, with many high-value export products.

Based on a review of legal regulations and approved programs, plans, and projects related to the development of medicinal plants (such as the Vietnam Ginseng Development Program, the National Strategy for the Development of the Pharmaceutical Industry, the Domestic Industry Development Program, the Pharmaceutical Industry Development Program, etc.), the proposed plan suggests the synchronized implementation of a system of tasks and solutions, including: building institutions and policies, completing planning, promoting investment attraction, developing and cultivating medicinal plants, conducting scientific research, transferring technology, and promoting trade.

Specifically, regarding institutional policies : Businesses, investors, organizations, and individuals involved will benefit from incentive, preferential, and support mechanisms and policies as stipulated by current laws; review, research, and promulgate appropriate mechanisms and policies tailored to the specific characteristics and development requirements to establish a medicinal plant industry center in Quang Nam province, including superior incentive mechanisms and policies to attract investment, especially for the development of the national product Ngoc Linh Ginseng and other areas with potential, strengths, and development prospects.

Establishing a supply chain for cultivating, processing, and manufacturing medicinal herbs.

Regarding the construction and development of cultivation areas : Develop medicinal plant cultivation areas, including Ngoc Linh ginseng as the main crop and other medicinal plants with strengths in Quang Nam province, Kon Tum province, etc., according to the provincial plan approved by the Prime Minister; focus on developing the area and applying advanced quality management processes in the cultivation of Ngoc Linh ginseng and other medicinal plants with strengths, cultivated on a large scale such as Ba Kich, Dang Sam, Sa Nhan Tim...

Develop a network and form a chain linking the cultivation, preliminary processing, and processing of medicinal herbs in Quang Nam province with neighboring provinces and cities, and throughout the country. Focus on processing and deep processing in the central medicinal herb industrial zone in Quang Nam province.

Ensuring compliance with conservation and development requirements for the genetic resources of Ngoc Linh ginseng and other medicinal plants; strictly controlling the quality of Ngoc Linh ginseng and other medicinal plants; providing appropriate support and promoting the application of advanced quality management processes in the cultivation and development of medicinal plants.

Regarding scientific research and technology transfer : The State organizes and implements ministerial and national-level science and technology tasks, attracting and encouraging enterprises and science and technology enterprises to invest in research, breeding, and development of cultivation processes for high yield and quality from the genetic resources of Ngoc Linh ginseng and other valuable, endemic medicinal plants with local advantages, meeting the needs of commercial-scale production.

Strengthening scientific and technological information, promoting the effective transfer of advanced technologies for cultivation and development of medicinal plant industries; promoting activities to protect geographical indications and intellectual property rights related to medicinal plants and products derived from medicinal plants.

Strengthening research and application of modern technology to develop cultivation, processing, and diversification of products, promoting the unique value of Ngoc Linh ginseng, contributing to building the brand and promoting tourism in Quang Nam province...
