| Contractors are ready to begin construction immediately after the commencement of Component 3 of Hanoi's Ring Road 4 project. |
This morning (September 6th), the Hanoi People's Committee held the groundbreaking ceremony for Component Project 3: Investment and construction of the expressway under the Hanoi Capital Region Ring Road 4 Construction Project.
This project is being implemented under the PPP (Public-Private Partnership) model, with CityLand Investment Company Limited, Saigon Sunflower Company Limited, Vietnam Expressway Investment and Development Corporation (VEC), and Horizon Investment Joint Stock Company as the investors.
Ms. Bui Thi Minh Hoai - Member of the Politburo , Secretary of the Hanoi City Party Committee, Head of the Hanoi City National Assembly Delegation; Mr. Vu Hong Thanh - Member of the Central Committee of the Party, Vice Chairman of the National Assembly; Mr. Nguyen Thanh Nghi - Member of the Central Committee of the Party, Head of the Central Policy and Strategy Committee; leaders of several ministries and agencies, and leaders of Bac Ninh and Hung Yen provinces attended the groundbreaking ceremony for the largest expressway construction project ever undertaken in the capital city.
Specifically, in addition to the total length of the route reaching 113.52 km, built to the scale of a 4-lane expressway with a design speed of 100 km/h, of which more than 70% of the main route is elevated, Component Project 3 also includes many large bridges crossing rivers such as: Hong Ha, Hoai Thuong, Me So…
Furthermore, as a key inter-regional economic belt route in the Hanoi Capital Region, Component Project 3: Investment in highway construction using the PPP method will connect the capital with Hung Yen province, Bac Ninh province, and other localities in the region, maximizing the investment efficiency of projects that have been and are being invested in.
“This project will create new development spaces and address existing problems in Hanoi, exploiting land use potential, building a sustainable and modern urban system, and contributing to the successful achievement of the country's socio-economic development goals and tasks as outlined in the Resolution of the 13th National Congress of the Communist Party of Vietnam,” assessed Mr. Tran Sy Thanh, Chairman of the Hanoi People's Committee.
In particular, Component Project 3: Investment in the construction of expressways under the PPP method is the first expressway project to be started by the Hanoi People's Committee in 2025 - a year of special significance, being the final year of implementing the socio-economic development and public investment plan for the 2021-2025 period, and also the year of holding Party congresses at all levels, building directions and tasks for the 5-year period 2026-2030, leading up to the 14th National Congress of the Party.
Furthermore, with over 110 km of expressways already constructed, Component Project 3: Investment in expressway construction using the PPP method will significantly contribute to realizing the goal of building 5,000 km of expressways by 2030, as set forth in the Resolution of the 13th National Congress of the Communist Party of Vietnam.
According to the leaders of the Hanoi People's Committee, with the commencement of Component Project 3, which includes the Hong Ha and Me So bridges, along with the Tu Lien, Van Phuc, and Ngoc Hoi bridges, Hanoi has now started construction on 5 major bridges crossing the river. It is expected that by the end of 2025, construction will continue on two more major bridges, Thuong Cat and Tran Hung Dao, bringing the total number of major bridges across the Red River under construction in 2025 to 7.
According to Mr. Truong Viet Dong, Chairman of the Board of Directors of VEC, the consortium of four investors selected by the Hanoi People's Committee to implement Component Project 3: Investment and construction of the expressway under the PPP method, are all large infrastructure, finance, and real estate businesses with strong financial capacity and experience.
In this context, VEC is the leading state-owned enterprise, playing a core role in the investment, development, management, and maintenance of the national expressway system.
Therefore, the combination of VEC, as a leading state-owned enterprise in the field of expressway investment, and three large private enterprises in the fields of finance and real estate not only guarantees the success of Component Project 3: Investment and construction of expressways under the PPP method, but also symbolizes the public-private partnership model in accordance with the spirit of Resolution 68-NQ/TW of 2025 of the Politburo.
"Given the significant importance of Component Project 3: Investment in highway construction under the PPP method, the consortium of investors will mobilize sufficient finances, equipment, and human resources to strive to complete and hand over Component Project 3: Investment in highway construction under the PPP method ahead of the contract schedule," Mr. Truong Viet Dong affirmed.
According to Construction Corporation No. 1 - JSC (CC1), the general contractor for the project, this is a key national infrastructure project that has received special attention from the National Assembly and the Government, and is being invested in under the PPP (Public-Private Partnership) method. The project requires a rapid timeline (completion within 30 months), high quality, and technical and aesthetic consistency.
However, during implementation, contractors faced numerous challenges such as complex geological conditions, stringent technical requirements, and large quantities of materials, while supply and prices remained volatile. These factors directly affected the progress and quality of the project, creating considerable pressure on the construction units.
In this project, CC1 undertook a large volume of work with key components such as: over 2.9 million m³ of earth fill, nearly 219,000 m³ of sand fill, over 335,000 m³ of concrete, more than 53,000 tons of steel, along with thousands of beams and over 69,000 meters of bored piles. These figures not only demonstrate the scale and scope of the project but also affirm the role, responsibility, and construction capabilities of CC1.
“CC1 will demonstrate the highest sense of responsibility, focusing all resources from personnel and finance to equipment and technology to organize construction scientifically and decisively, adhering to technical procedures, ensuring quality, aesthetics, progress, labor safety, and environmental protection,” pledged Mr. Le Bao Anh, General Director of CC1.
