Emphasizing the Party's viewpoints, guidelines, and policies on building and developing the national defense industry, security industry, and industrial mobilization, Minister of National Defense Phan Van Giang stated that, in recent times, the National Assembly has passed many laws and resolutions that impact the national defense industry, security industry, and industrial mobilization, requiring the development of a Law to regulate these provisions to ensure consistency and uniformity within the legal system.
The purpose of drafting this Law is to perfect the mechanisms and policies that meet the immediate and long-term needs of building and developing the national defense industry, the security industry, and industrial mobilization, ensuring specific mechanisms and policies for particularly important areas of the national defense and security industries. At the same time, it aims to enhance the role, functions, and tasks of the national defense industry, the security industry, and industrial mobilization in ensuring weapons, technical equipment, and operational technical means for the people's armed forces.

In addition, it is necessary to reorganize and streamline the system of defense and security industrial facilities to suit the specific characteristics of the defense and security industries and industrial mobilization, in conjunction with the military's combat methods and the police's tasks, meeting the demands of the market economy and global integration; ensuring centralized, unified, effective, and efficient state management of the defense and security industries and industrial mobilization.
At the same time, mobilize economic sectors and enterprises outside the people's armed forces with financial and scientific and technological potential to participate in investing in the development of the national defense and security industry and to carry out the task of industrial mobilization, participating in the production and repair of weapons, technical equipment, and professional technical means for the people's armed forces; promote international cooperation and integration...
The draft Law comprises 7 chapters and 73 articles, focusing on 5 prominent policies already approved by the Government and the National Assembly. These are: developing the defense and security industries in a dual-use direction, ensuring the participation of enterprises, organizations, and individuals in defense and security industry activities; perfecting, restructuring, and innovating the organizational system of the defense and security industries; promoting science and technology activities to serve the development of the defense and security industries; mobilizing resources for the development of the defense and security industries; and ensuring the effectiveness of industrial mobilization activities…

Establish appropriate regulations regarding employee benefits.
Presenting the verification report, the Chairman of the National Assembly's Committee on National Defense and Security, Le Tan Toi, stated that the draft law submitted by the Government basically complies with the regulations of the Law on the Promulgation of Legal Documents. Many contents have been thoroughly and meticulously researched and prepared, meeting the conditions for submission to the National Assembly for consideration and comments.
Regarding the principles of building and developing the national defense industry, the security industry, and industrial mobilization, the National Defense and Security Committee believes that these principles are of great importance, serving as the basis for regulating the specific contents of the draft Law; therefore, it requests the drafting agency to continue reviewing to fully stipulate these principles in the draft Law.
Regarding the conditions for businesses, organizations, and individuals to participate in defense and security industry activities, some opinions suggest that these regulations are too general and may create barriers and difficulties for businesses, organizations, and individuals who have the capacity, conditions, and desire to participate. Therefore, some opinions propose researching and specifying concrete conditions, but in a way that encourages, attracts, and mobilizes the highest possible participation, and entrusting the Government with the authority to regulate these details; and adding regulations on the conditions for mobilizing individuals to participate in defense and security industry activities...
The National Defense and Security Committee requested the drafting agency to study the above opinions in order to formulate appropriate regulations, and to leave the specific conditions to the Government for detailed regulation.
Furthermore, the National Defense and Security Committee found that classifying regulations and policies according to specific subjects and groups is reasonable. However, some opinions suggest that the regulations and policies are still fragmented and lack generality.
Notably, there were suggestions to add regulations allowing businesses to proactively pay salaries to employees and experts according to market mechanisms. The salary expenses for employees in accounting units participating in national defense and security services within core defense and security industrial bases would be accounted for as production and business costs, not included in the annual salary fund, and would be determined based on a stable assigned salary rate, with salary management through production and business results; the list of eligible individuals would also include Vietnamese citizens residing abroad and those classified as "scientists" or "talented young scientists"...
The National Defense and Security Committee proposes studying the above opinions in order to regulate the regime and policies for workers in accordance with the specific characteristics of core defense and security industrial facilities and relevant laws.
