Before the National Assembly deputies pressed the button to approve, Chairman of the National Assembly 's Defense and Security Committee Le Tan Toi said that the draft Law on Defense Industry, Security and Industrial Mobilization after being received and revised has 7 chapters and 86 articles.
Regarding the management of financial resources for the defense and security industry (Article 21), accepting the opinions of National Assembly deputies, the National Assembly Standing Committee proposed that the National Assembly remove the phrase "of the Ministry of National Defense, Ministry of Public Security " in Clause 1 and remove the word "Activities" in the name of the Article as in the draft Law submitted to the National Assembly for approval.
In Clause 2, there is a proposal to study and supplement regulations on the mechanism for increasing charter capital directly from the source of post-tax profits of defense industry enterprises, security industry enterprises or other legally mobilized sources to reduce pressure on the State budget or to study and supplement regulations on increasing charter capital from the Defense and Security Industry Fund.

Regarding this issue, Chairman of the National Assembly's Defense and Security Committee Le Tan Toi said that to ensure the focus and feasibility of the deduction of after-tax profits, the National Assembly Standing Committee proposed that the National Assembly keep it as in the draft Law.
In addition, in Clause 4, the Standing Committee of the National Assembly proposed that the National Assembly revise this clause as Clause 4, Article 21 of the draft Law submitted to the National Assembly for approval. With the above provisions, along with the assignment of the Government to specify in detail in Clause 6 of this Article, the deduction of after-tax profits will be specifically regulated, with priority order, ensuring strictness and feasibility.
Regarding the National Defense and Security Industry Fund, the National Assembly Standing Committee proposed that the National Assembly add 1 point (point a) on support sources from the State budget; amend point b to point c stipulating "Set aside from after-tax profits as prescribed in point a, clause 4, Article 21 of this Law"; at the same time, rearrange the points of this clause to be consistent with the draft Law submitted to the National Assembly for approval.
Regarding the proposal to add the Government's regulations on the allocation of the National Defense and Security Industry Fund; annually, the Government reports to the National Assembly on the results of operations and management of the Fund, Mr. Le Tan Toi said that the National Assembly Standing Committee proposed that the National Assembly add the word "allocation" before the word "management" in Clause 4.
Regarding industrial mobilization (Chapter III), after review, the National Assembly Standing Committee has removed Clause 1, Article 51 (Article 52 of the draft Law submitted to the National Assembly for approval); assigned the Minister of National Defense to guide the deduction and use of depreciation funds to compensate for losses, management, use, and recovery of specialized equipment and technological documents assigned to mobilized industrial establishments in Clause 3. At the same time, adjust and arrange other articles in this Chapter to ensure consistency, coherence, and feasibility... .
