Receiving Venezuelan Ambassador Juan Carlos Fernandes Juarez, President Vo Van Thuong congratulated the Ambassador on assuming his duties in Vietnam; expressing confidence that during the Ambassador's term, Vietnam-Venezuela cooperation will achieve many new successes. The President affirmed that relevant Vietnamese agencies will actively support the Ambassador in fulfilling his nhiệm vụ; contributing to promoting relations between the two countries.
Venezuelan Ambassador Juan Carlos Fernandes Juarez respectfully conveyed to the President of Vietnam greetings from Venezuelan President Nicolas Maduro and the Venezuelan people; stating that the Venezuelan people have always admired the Vietnamese people both in their past struggle for national reunification and in their current national construction and development. Highlighting the traditional, friendly, and close relationship between Vietnam and Venezuela, the Venezuelan Ambassador expressed confidence that the relationship between the two countries will develop even better in the future.

The Venezuelan ambassador stated that many delegations from Vietnamese ministries, agencies, and businesses have visited Venezuela to seek opportunities for cooperation and investment, especially in the energy sector. The ambassador expressed confidence that both sides will strongly promote cooperation in this field.
Ambassador Juan Carlos Fernandes Juarez agreed with the idea of further enhancing bilateral cooperation between Vietnam and Venezuela; and expressed confidence that the Intergovernmental Committee of the two countries would actively coordinate and effectively implement measures to promote cooperation with Vietnam, especially in trade, air connectivity, healthcare , and technology.
President Vo Van Thuong recalled the events that marked the traditional friendship and close ties between the people of Vietnam and Venezuela throughout history; he stated that the two countries share many common points, which are important prerequisites for further strengthening and achieving more comprehensive results in the future of the Comprehensive Partnership between the two countries.
In that spirit, the President proposed that the two sides strengthen contacts and exchanges of high-level and other delegations; and expressed hope that Venezuelan President Nicolas Maduro would soon visit Vietnam. He also urged the Intergovernmental Committee of the two countries to promptly implement measures to promote bilateral cooperation; especially to exchange views, resolve difficulties and obstacles, and boost cooperation activities, particularly in the energy sector.
Recalling the positive impressions from previous visits to Venezuela, the President thanked and highly appreciated Venezuela's warm and cordial reception of Vietnamese delegations. The President expressed confidence that, during his term, Ambassador Juan Carlos Fernandes Juarez would strongly promote cooperative relations between the states and peoples of Vietnam and Venezuela.

Receiving Lao Ambassador Khamphao Ernthavanh, President Vo Van Thuong congratulated her on her appointment as Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Vietnam. The President expressed his confidence that, with her affection and close ties to the country and people of Vietnam, Ambassador Khamphao Ernthavanh will excellently fulfill her duties, making a significant contribution to fostering the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.
Ambassador Khamphao Ernthavanh expressed his honor at being appointed Ambassador of Laos to Vietnam; and thanked the President for taking the time to receive his credentials. The Ambassador respectfully conveyed to President Vo Van Thuong the greetings and best wishes for good health from the General Secretary and President of Laos, Thongloun Sisoulith, and through President Vo Van Thuong, conveyed the greetings and best wishes for good health from General Secretary and President Thongloun Sisoulith to General Secretary Nguyen Phu Trong.
Ambassador Khamphao Ernthavanh affirmed that he will make every effort to further cultivate the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos, ensuring its continued comprehensive and effective development in the future.
Thanking Ambassador Khamphao Ernthavanh for conveying the greetings of the General Secretary and President of Laos, Thongloun Sisoulith, President Vo Van Thuong affirmed that the Vietnam-Laos relationship is truly a very special one, with a great friendship and solidarity laid the foundation, built, and diligently nurtured by the leaders of the two countries, becoming an invaluable common asset of both nations. Recalling his impressions from his visit to Laos in April 2023, President Vo Van Thuong emphasized that, through their actions, both sides will strive to further deepen the great friendship and comprehensive cooperation between the two Parties, two States, and the peoples of the two countries.
Noting that Ambassador Khamphao Ernthavanh is taking up his duties at a special time, at the end of 2023 with many important events to be held in both Vietnam and Laos, the President emphasized that 2024 is of paramount importance to the Government and people of Laos in its role as Chairman of ASEAN/AIPA; and affirmed that relevant Vietnamese agencies will actively support and coordinate to help the Ambassador successfully fulfill his nhiệm vụ.
