Attending the meeting on the afternoon of December 11th at the Ministry of Health headquarters regarding the above content were representatives from several ministries and agencies in the task force implementing the draft plan; and representatives from the leadership of several departments, divisions, and offices under the Ministry of Health.
The draft plan, prepared by the Health Insurance Department as the coordinating unit, has been sent for comments to the following central ministries and agencies: Public Security, National Defense, Finance, Justice, Interior, Agriculture and Environment, Ethnic Minorities and Religion, and the Government Office ; the Departments, Divisions, and Offices under the Ministry of Health; and local authorities.

Dr. Vu Manh Ha, Alternate Member of the Central Committee of the Communist Party of Vietnam, Permanent Deputy Minister of Health, delivered a speech.
Specifically, it identifies concrete tasks for ministries, sectors, and localities to develop plans, organize implementation, inspect, monitor, and evaluate the implementation of Directive No. 52-CT/TW in order to achieve the goal of effectively implementing the health insurance policy in the new phase, aiming for universal health insurance coverage by 2030.
Information from the meeting indicated that, after the Drafting Committee received and addressed the opinions of relevant agencies and continued to seek feedback from units on the six specific task groups in the Draft.
Accordingly, in addition to regular tasks, ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-administered cities need to concretize and organize the implementation of six groups of tasks: Strengthening leadership and guidance to effectively implement policies, laws, programs, and plans on health insurance; innovating communication, dissemination, and education on health insurance laws; focusing on amending, supplementing, and perfecting the system of policies and laws on health insurance to meet the goal of universal health insurance coverage;
Enhancing the capacity of the health insurance system's medical examination and treatment facilities and improving the quality of health insurance-covered medical examination and treatment services; Strengthening and improving the capacity of state management agencies and implementing agencies at the central and local levels regarding health insurance, ensuring efficient and balanced management and utilization of the health insurance fund;
Diversify and expand revenue sources, ensure sustainability and develop the Health Insurance Fund to gradually expand the scope of benefits, and implement solutions to reduce the burden of medical costs for patients; Promote the application of information technology, digital transformation, enhance the application of artificial intelligence, and reform administrative procedures in the field of health insurance.

At the meeting, the aim was to further refine the wording, terminology, specific tasks of each Ministry, sector, and locality, the coordination between parties, funding sources, expenditure methods, and budget balancing capabilities; and to effectively organize the implementation of projects, programs, and plans on health and health insurance in accordance with Directive No. 52-CT/TW dated October 3, 2025, of the Party Central Committee on implementing universal health insurance in the new phase.
Concluding the meeting, Dr. Vu Manh Ha, Permanent Deputy Minister of Health, affirmed that health insurance is a social policy with profound humanitarian and humanistic significance, contributing to ensuring social equity, progress, and healthcare for the people.
On October 3, 2025, the Party Central Committee issued Directive 52-CT/TW to bring the universal health insurance program into a new phase of development, aiming for 100% health insurance coverage for the population by 2030. The primary responsibility of the Ministry of Health, along with the coordination and shared responsibility of other ministries, agencies, and localities, in finalizing the draft action plan to implement Directive 52-CT/TW of the Party Central Committee, is crucial.
Permanent Deputy Minister Vu Manh Ha requested that the units clearly and detailedly compile the tasks that have been implemented and the tasks that need to be further completed, closely adhering to the six major contents of the draft Plan; the Health Insurance Department should incorporate the contributions of the units at the meeting; and at the same time, analyze, revise, and finalize the plan.
Regarding unresolved issues, thorough discussions are needed to develop specific, scientific solutions and create consensus among relevant agencies and organizations. The plan aims to ensure that the protection, care, and improvement of public health are carried out regularly, continuously, and comprehensively, following the general principle of "running while queuing" to meet the 2025 plan framework as directed by the Government.
