To meet the requirements of strengthening national defense and protecting national security.
During group discussions on the draft Law on National Defense, Security and Industrial Mobilization, delegates affirmed that the purpose of drafting the law is to create a complete and feasible legal framework that contributes to firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland, maintaining political security, social order and safety, and preserving a peaceful and stable environment for sustainable national development.
Lieutenant General Ha Tho Binh, Commander of Military Region 4 and National Assembly representative from Ha Tinh, delivered a speech.
Delegates proposed assessing the feasibility and clearly defining the formation of specialized funds for the defense and security industry, and high-tech venture capital funds; reviewing policies related to finance and fund establishment; researching and supplementing policies to support, encourage, and attract businesses to participate; and clarifying responsibilities and handling procedures when businesses are assigned tasks. Additionally, they suggested that core defense and security industrial facilities should be allowed to independently develop processes from research and design to production and commercialization of products; and that the effectiveness and efficiency of state management in the defense and security industry be enhanced.
Comrade Hoang Trung Dung, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, and other delegates from Ha Tinh province affirmed that the promulgation of the Law on National Defense and Security Industry and industrial mobilization aims to build a self-reliant, self-strengthening, modern, dual-use national defense and security industrial potential, in line with the strategic defense posture; and to implement widespread industrial mobilization to proactively prevent, repel, and be ready to respond in all situations.
Regarding the position and tasks of the defense and security industry and industrial mobilization, delegates proposed more specific regulations; the issuance of separate regulations on bidding for defense and security industry products; and the implementation of specific, breakthrough policies on science, technology, and innovation to promote the development of the defense and security industry. They also suggested prioritizing core security enterprises; creating breakthroughs in assigning tasks to each locality and military region in developing industrial mobilization plans; establishing a state management agency to coordinate defense and security industry activities; and strengthening international cooperation in the defense and security industry.
Timely intervention to prevent market manipulation and disruption.
During discussions on the draft Law on Auctioning Assets, delegates proposed further review, revision, and improvement of the draft law to ensure the consistency and coherence of the legal system; to regulate auctioned assets in a way that avoids specific listings, preventing duplication, overlap, and difficulty in anticipating all newly arising assets; to stipulate that the responsibility for reviewing the conditions for participating in the auction rests with competent and professionally capable agencies; and to regulate the assessment of capacity to ensure the selection of participants in the asset auction who meet the financial, professional, and experience requirements.
Comrade Tran Hong Minh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Cao Bang Provincial Delegation to the National Assembly, delivered a speech.
The regulations should include provisions on the Ministry of Justice's responsibility for managing the National Asset Auction Portal; the State Bank of Vietnam's responsibility in asset auctions; the socialization of the National Asset Auction Portal with the participation of businesses to enhance competitiveness, transparency, and service quality; the establishment of asset auction businesses that meet business conditions; the timeframe for fulfilling financial obligations in case of winning bids to prevent market manipulation and disruption; the handling of violations of obligations in asset auction activities; and the transfer of winning bid rights.
Comrade Hoang Trung Dung, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation, and other delegates from Ha Tinh Province also proposed clearly defining the basis for determining cases where direct, indirect, or combined direct and indirect auction methods are applicable; ensuring that the procedures are rigorous, clear, and feasible; and outlining the obligations of asset auction businesses to the tax authorities. They also requested clear regulations on the responsibility for determining the starting price; reasonable adjustment of the difference between the minimum and maximum deposit amounts; and the content of the deposit payment method. Furthermore, they suggested adding regulations related to postponing or stopping the auction.
