From winning third prize in the 25th Youth Innovation Award in the Army, third prize in the All-Army Olympic Oratory Competition on Marxist-Leninist Sciences, Ho Chi Minh Thought, and Political -Social Awareness, to outstanding achievements in his studies and training, Pham Cao Long has demonstrated his tireless efforts and aspiration to become an outstanding naval officer, mastering knowledge and mastering the sea, confidently venturing with the youth of the navy into the digital age, the era of prosperous development for the country.
Born and raised in the heart of Hai Phong, the port city at the forefront of the Northeast of Vietnam, where every person is imbued with the spirit of the sea, Pham Cao Long was early instilled with a passionate love for the ocean. The gentle sound of waves, the image of ships cutting through the waves heading out to sea, flocks of seagulls soaring across the sky, and the bustling ports instilled in the young man a great aspiration: to become a knowledgeable naval officer to contribute to protecting the sacred sovereignty of the nation's seas and islands.

Sergeant Pham Cao Long is a shining example in the learning movement, especially in his passion for scientific research. With the spirit of "Youthful initiative and creativity," he has continuously explored and applied new technologies, designing and manufacturing realistic models to vividly simulate theoretical lessons for use in learning at the Naval Academy.
In 2025, the initiative "Single-Phase Xenxin Practice Table," led by Pham Cao Long and his team, won third prize at the 25th Youth Innovation Award in the military. Prior to that, Long and his teammates had won the C prize at the Nguyen Phan Vinh Award of the Navy, and first prize in the Science and Technology Innovation Competition for young officers, lecturers, and students at the Academy level, with the initiative being widely applied in teaching at the Naval Academy.
What is more valuable is that during that research journey, Long always maintained a strong political stance and pure moral qualities, clearly demonstrating the qualities of "Uncle Ho's Soldier - Navy Soldier" in the new era.
Sergeant Le Trung Hoang, a fellow student and classmate of Pham Cao Long, stated: “Having studied and worked alongside him, I have always felt his unwavering enthusiasm, responsibility, and creativity. He is always dedicated to helping his classmates strive for excellence in their studies and training. As a Youth Union officer, Long is always dynamic and proactive in proposing many practical activities, creating a beneficial learning environment that fosters unity, vibrancy, and progress within the unit. Comrade Long has represented the unit in numerous programs and competitions at various levels, consistently achieving outstanding results and contributing to the affirmation of the intelligence, capabilities, and positive image of the Naval Academy students.”
As an exemplary class officer, a passionate, dynamic, and approachable youth union officer, Long always takes the lead in volunteer movements, charitable activities, and political and ideological education within the unit. Long consistently maintains a positive energy to inspire his comrades, thereby reaping sweet rewards such as: the honor of being the youngest delegate to attend the 9th Congress of the Ho Chi Minh Communist Youth Union of the Navy; a certificate of merit from the Steering Committee for Blood Donation in Khanh Hoa province; a certificate of merit from the Central Committee of the Ho Chi Minh Communist Youth Union; a certificate of merit from the General Political Department of the Vietnam People's Army; and the title of "Outstanding Youth Union Officer" at the Naval Academy level.
In addition, Sergeant Pham Cao Long is also a prominent figure of the Academy in many political theory activities and learning movements at the unit. With a serious learning spirit and innovative thinking, Long has achieved high results in many major competitions: Third Prize in the Oratory Competition at the 2024 All-Army Olympic of Marxist-Leninist Sciences, Ho Chi Minh Thought and Political-Social Awareness; Third Prize in the "Young Army Soldiers Upholding the Law" competition; and Third Prize in the writing competition "Understanding the Tradition of the 80th Anniversary of the Founding of the Vietnam People's Army and the 35th Anniversary of the National Defense Day". These achievements not only affirm his personal capabilities but also demonstrate the depth of his understanding and the firm political stance of a young soldier with noble ideals.

In his studies, he shows a high level of self-discipline, particularly excelling in subjects such as Marxist-Leninist theory and Party and political work, demonstrating a firm stance, strong political acumen, and scientific thinking.
