
In his exchange with Lao Prime Minister Sonexay Siphandone, Vietnamese Prime Minister Pham Minh Chinh thanked the Party, State, and Government of Laos for their concern, encouragement, and support in the face of the immense losses of life and property caused by typhoons No. 10 and 11 and the severe flooding in Vietnam in recent days. He also expressed his sympathy to Prime Minister Sonexay Siphandone for the heavy damage caused by the recent floods in Laos.
Highly appreciating the positive economic growth achievements in Laos in recent years, Prime Minister Pham Minh Chinh affirmed that Vietnam always strongly and comprehensively supports Laos's reform process; firmly believing that, under the leadership of the Lao People's Revolutionary Party, the close supervision of the National Assembly, and the effective management of the Government, the fraternal country of Laos will continue to achieve even greater new victories. The Prime Minister expressed confidence that the Lao people will successfully implement the goals of the Resolution of the 11th Congress of the Lao People's Revolutionary Party and the 9th Five-Year Socio-Economic Development Plan, practically celebrate the 50th anniversary of the National Day of the Lao People's Democratic Republic, successfully organize the 12th National Congress of the Lao People's Revolutionary Party, and successfully build a peaceful , independent, democratic, unified, and prosperous Laos.
Prime Minister Pham Minh Chinh affirmed that Vietnam attaches special importance and gives the highest priority to its relationship with Laos, always striving to cultivate and further develop the Vietnam-Laos relationship sustainably and in greater depth.
The two Prime Ministers assessed that, in the past period, the implementation of cooperation in various areas has effectively carried out the high-level agreements and the results of the 47th session of the Intergovernmental Committee. Many important projects have been completed, becoming highlights in the relationship between the two countries, notably the inauguration of pier No. 3 at Vung Ang Port, the project to build a database for managing the population and citizen identity cards, and the preparations for the inauguration of the Friendship Hospital and Friendship Park.
The Prime Minister requested relevant ministries and agencies of both countries to actively coordinate and exchange information to effectively implement key projects connecting the two economies, especially in transportation (including highways and railways), energy, trade, investment, training and development of high-quality human resources, and building sustainable supply chains. The Prime Minister emphasized Vietnam's commitment to actively sharing experiences and continuing to support Laos in the process of developing national development policies, digital transformation, and innovation.

Lao Prime Minister Sonexay Siphandone agreed with the assessments and shared views of Vietnamese Prime Minister Pham Minh Chinh; sincerely thanked Vietnam for its selfless and sincere assistance and support to Laos throughout its past struggle for national liberation and its current national development; and agreed that the two sides should strengthen close coordination to effectively and timely implement key projects, and practically commemorate the important holidays of the two Parties and two countries in 2025.
Besides the achievements, the two Prime Ministers agreed that both sides need to decisively implement cooperation directions to achieve practical results from now until the end of the year, creating breakthroughs to prepare for a new phase of cooperation between the two countries.
The two Prime Ministers agreed to closely coordinate and effectively implement high-level agreements between the two countries; strengthen exchanges of delegations at all levels and through all channels, continuously consolidating the special and enduring political trust; enhance the pillar of cooperation in defense and security; and pay special attention to and agree to continue creating breakthroughs to elevate cooperation and connectivity in economics, trade, and investment commensurate with the great friendship between the two countries.
Both sides are vigorously implementing key projects of significant political importance and large scale; continuing to coordinate closely in multilateral forums, supporting and protecting each other's legitimate interests in the international arena; and coordinating the preparation and organization of the 48th Intergovernmental Committee Meeting between the two countries in the near future.
* Meeting with the new Japanese Prime Minister Takaichi Sanae, Prime Minister Pham Minh Chinh congratulated Ms. Takaichi Sanae on her recent election as Prime Minister of Japan; affirming that Vietnam always considers Japan a top strategic partner and is ready to promote the development of bilateral relations in an increasingly strong, comprehensive, and substantive manner.
The two Prime Ministers expressed their pleasure at the positive development of the friendly cooperative relationship between Vietnam and Japan and the substantive progress made after two years of upgrading to a Comprehensive Strategic Partnership.
Discussing major directions and measures to further deepen the Vietnam-Japan Comprehensive Strategic Partnership, the two Prime Ministers agreed to strengthen high-level and other contacts and exchanges; promote the effective implementation of commitments and agreements between the high-level leaders of the two countries, especially in economic cooperation.
Prime Minister Pham Minh Chinh requested Japan's support in providing Official Development Assistance (ODA) funds for Vietnam to implement key infrastructure projects; to implement specific cooperation contents within the framework of the newly established cooperation pillars: science and technology, high-quality human resource training, digital transformation, green transformation, semiconductors, and energy; to strengthen substantive and effective cooperation between localities of the two countries and promote people-to-people exchanges; and to continue creating favorable conditions for the Vietnamese community living, working, and studying in Japan.
On this occasion, Prime Minister Pham Minh Chinh invited Prime Minister Takaichi Sanae to pay an official visit to Vietnam at a suitable time.
Agreeing with and highly appreciating the cooperation proposals of Prime Minister Pham Minh Chinh, Prime Minister Takaichi Sanae affirmed that the Japanese Government always values and prioritizes the development of bilateral relations; and is ready to closely coordinate with the Vietnamese Government to promote the Vietnam-Japan Comprehensive Strategic Partnership to a new level, making it more reliable, effective, and substantive. Prime Minister Takaichi Sanae expressed his intention to visit Vietnam at a suitable time.

Receiving World Bank Vice President Carlos Felipe Jaramillo, Prime Minister Pham Minh Chinh congratulated Mr. Jaramillo on his appointment as World Bank Vice President for East Asia and the Pacific (from September 2025) and expressed confidence that, with his capabilities and extensive experience, Mr. Jaramillo will continue to make important contributions to the development of the World Bank as well as the good cooperative relationship between this institution and Vietnam in the future.
Sharing recent socio-economic development achievements, the Prime Minister stated that Vietnam is estimated to achieve economic growth of over 8% this year, with a Gross Domestic Product (GDP) reaching US$510 billion, becoming the 32nd largest economy in the world with an average per capita income of approximately US$5,000.
To contribute to Vietnam's entry into a new phase of development with the goal of double-digit growth in the coming years, the Prime Minister requested the World Bank to strengthen consultations, connect Vietnam's economy with the global economy, and enhance resource mobilization, especially by providing Vietnam with loans at more favorable interest rates and with faster and more convenient procedures.

In particular, the Prime Minister expressed his desire for the World Bank to innovate its approach and improve the effectiveness of its support for Vietnam in key projects such as planting 1 million hectares of low-emission, high-quality rice in the Mekong Delta, as well as other areas important to Vietnam such as green transformation, participation in ASEAN's clean energy grid, climate change adaptation, land subsidence prevention, and disaster relief.
On this occasion, the Prime Minister invited Mr. Jaramillo to visit Vietnam soon to discuss specific cooperation measures with relevant agencies.
For his part, the World Bank Vice President congratulated Vietnam on the occasion of its 80th National Day, and highly appreciated and expressed his admiration for Vietnam's efforts and achievements in socio-economic development and improving people's lives in recent years. Agreeing with the proposals of Prime Minister Pham Minh Chinh, Mr. Jaramillo affirmed that the World Bank will continue to cooperate actively with Vietnam, accompanying and supporting Vietnam in achieving its development goals in the coming time. He expressed his desire to visit Vietnam soon to work directly with relevant agencies to concretize the contents discussed and agreed upon with the Prime Minister.

Receiving ASEAN Secretary-General Kao Kim Hourn, Prime Minister Pham Minh Chinh highly appreciated the important role and contributions of the ASEAN Secretariat and Secretary-General Kao Kim Hourn personally in coordinating the process of building the ASEAN Community, connecting and supporting member states, including Vietnam, in participating in ASEAN cooperation in the past.
The Prime Minister expressed his hope that the ASEAN Secretariat would continue to play its role in the new phase of ASEAN, working together with member states to successfully implement the ASEAN Community Vision 2045 and the Strategic Plans.
Mr. Kao Kim Hourn thanked the Prime Minister for his kind sentiments towards the Secretariat and the Secretary-General personally, affirming that Vietnam is "one of the key and outstanding member countries" of ASEAN with an increasingly important and positive role and contribution.
The Secretary-General shared that ASEAN is entering a new phase of the Community-building process with many positive results in intra-bloc cooperation, especially in economics, trade, investment, infrastructure connectivity, and power grid cooperation, which are increasingly valued and sought after by partners. At the same time, ASEAN also faces many internal and external challenges related to peace, security, and development in the region.

Against the backdrop of a rapidly changing and complex international landscape, Prime Minister Pham Minh Chinh and Secretary-General Kao Kim Hourn agreed that ASEAN needs to make greater efforts to maintain internal solidarity and its central role in addressing common regional issues; increase strategic autonomy, connect economies, diversify markets and partners, and open up new spaces for development and cooperation in Latin America, the Middle East, and Europe; strengthen investment in science and technology, especially digital technology, artificial intelligence (AI), and semiconductor chips, to create new impetus for development; and promote cooperation in culture, education, and people-to-people exchanges.
Secretary-General Kao Kim Hourn thanked the Prime Minister and the Government of Vietnam for their personal interest in the Secretariat, pledged to continue to cooperate closely and support Vietnam and other member states in the process of building the ASEAN Community, and expressed his readiness to facilitate the employment of high-quality Vietnamese personnel at the ASEAN Secretariat.

During a meeting between Prime Minister Pham Minh Chinh and FIFA President Gianni Infantino, President Infantino affirmed his appreciation and support for the development of Vietnamese football. He noted that Vietnamese football has made significant progress recently, with Vietnamese players improving both physically and technically. He expressed his desire to establish a FIFA Football Academy in Vietnam, thereby further enhancing the capabilities of Vietnamese football.
Prime Minister Pham Minh Chinh thanked the FIFA President for his support of Vietnamese football over the past period and expressed his hope that Mr. Gianni Infantino would continue to support the development of Vietnamese football, connecting Vietnamese football with Italian football, one of the world's leading football nations. The Prime Minister also invited the FIFA President to visit Vietnam soon and participate in some activities related to Vietnam. Mr. Gianni Infantino happily accepted the invitation.
