Online conference on completing the Plan to implement the National Power Development Plan for the period 2021 - 2030 with a vision to 2050

On the morning of October 31, Deputy Prime Minister Tran Hong Ha chaired an online conference with localities on completing the Plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII).

The conference was attended by leaders of central ministries, branches and provinces and cities across the country. At the Ninh Binh bridge, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended and chaired. Also attending were leaders of relevant departments and branches.

According to the Power Plan VIII, from now until 2030, Vietnam will need about 11.3 - 11.5 billion USD per year to invest in power source and grid projects. Capital in 2025 alone will be over 57 billion USD, of which power sources account for more than 84% and transmission grids 16%. Five years later, power source projects will need 72 billion USD for investment and construction while transmission will need approximately 6 billion USD.

Regarding the demand for renewable energy for the production of new energy (such as green hydrogen, green ammonia) to serve domestic and export needs, priority is given to development in areas with high renewable energy potential and convenient transportation, such as the Southern and South Central regions; the development scale strives to reach 5,000 MW by 2030 (mainly offshore wind power) and will be clearly defined when there are projects that are feasible in terms of technology and cost. The capacity of renewable energy sources for the production of new energy is not included in the structure of power sources supplying the load of the national power system.

To implement the Plan, the draft Plan also proposes solutions such as ensuring security of electricity supply; creating capital sources and mobilizing investment capital for industry development; laws and policies; environmental protection, natural disaster prevention; science and technology; economical and efficient use of electricity; human resource development; international cooperation; strengthening domestic capacity, localizing electricity industry equipment, developing the electrical engineering industry; organizing management, improving the efficiency of electricity operations; organizing implementation and monitoring the implementation of the plan.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized: Power Plan VIII is a very important national plan, it is necessary to invest in the synchronous construction of power sources and grids soon, firmly ensuring the security of power supply, serving socio-economic development, contributing to maintaining national defense and security. Therefore, Power Plan VII must closely follow the plan for power source and grid development, criteria, solutions and resources.

The Deputy Prime Minister requested the Ministry of Industry and Trade to coordinate with ministries, branches and localities to urgently supplement and complete the Plan for implementing the VIII Power Plan to ensure compliance with the provisions of the Law on Planning and relevant laws.

In particular, it is important to note that the determination of the list of projects, plans, and capacity scale of power sources must ensure balance by region and area; balance supply and demand within the region to develop and effectively exploit power sources.

Ministries, branches and People's Committees of provinces and cities shall specifically determine methods, resources and coordination mechanisms for implementation, ensuring that the Plan for implementing the 8th Power Plan is effectively deployed, contributing to providing sufficient electricity for socio-economic development.

The People's Committees of provinces and centrally run cities shall organize the selection of investors for power projects, arrange land funds for the development of power projects in accordance with the provisions of law; preside over and closely coordinate with investors to carry out site clearance, compensation, relocation and resettlement for power source and grid projects in accordance with regulations; Vietnam Electricity Group plays a key role in ensuring stable and safe power supply for socio-economic development.

Implement investment in power source and transmission grid projects according to assigned tasks; Regularly review and evaluate the balance of electricity supply and demand, the operating status of the national and regional power system, and report to competent authorities; Thoroughly implement solutions to innovate corporate governance, improve production and business efficiency, increase labor productivity, reduce electricity loss, save costs, and reduce prices.
