On February 28th, the Thanh Hoa Provincial Party Committee organized a conference to study, understand, and implement the resolutions, directives, conclusions, regulations, and decisions of the Central Committee of the Party, the Politburo , the Secretariat of the 13th Party Congress, and the Standing Committee of the Provincial Party Committee.

The conference was connected online to 1,033 locations, from the province to provincial-level departments, agencies, and units; districts, towns, cities, and communes, wards, townships, villages, and neighborhoods, with nearly 40,000 delegates in attendance.

Provincial Party Secretary Nguyen Doan Anh delivered the opening remarks and provided guidance for the conference.

In his opening remarks and guidance at the conference, Provincial Party Secretary Nguyen Doan Anh emphasized: Implementing the Resolution of the 13th National Party Congress and based on an assessment of the practical situation, analyzing the advantages, difficulties, and challenges in the current new period; from mid-2024 to the present, the Central Committee of the Party, the Politburo, and the Secretariat have issued many important policies and decisions, both fundamental and urgent, addressing many crucial issues of the country, with widespread impact on many fields, such as: Conclusion No. 123 dated January 24, 2025 of the Central Committee of the Party "On the supplementary plan on socio -economic development in 2025 with the goal of achieving a growth rate of 8% or more"; Resolution No. 57 dated December 22, 2024 of the Politburo "On breakthroughs in the development of science, technology, innovation and national digital transformation"; The Politburo's conclusions on adjusting and supplementing some contents of Politburo Directive No. 35 on party congresses at all levels leading up to the 14th National Congress of the Party; on some contents and tasks to continue restructuring and streamlining the organizational apparatus of the political system in 2025... along with many other important directives, conclusions, and decisions.

To ensure the timely, serious, and effective implementation of the Central Committee's policies, the Provincial Party Standing Committee and Provincial Party Secretary Nguyen Doan Anh requested that all Party committees and organizations focus on studying, understanding, and grasping the core contents of resolutions, conclusions, directives, regulations, and decisions of the Central Committee and the Provincial Party Standing Committee; and at the same time, thoroughly understand the contents of the Provincial Party Standing Committee's Plan for implementation at the local level and within their respective units. Based on this, they should promptly develop plans and organize the study, understanding, and serious implementation among cadres and Party members. The heads of Party committees, agencies, and units must directly lead, guide, and organize the implementation closely, and specifically assign members of the Standing Committee to thoroughly understand and implement the plan.

Immediately following this conference, Party committees and organizations at all levels must urgently develop implementation plans to concretize the resolutions, directives, conclusions, regulations, and decisions of the Central Committee and the Standing Committee of the Provincial Party Committee into specific goals, targets, tasks, and solutions for implementation at the local level, in agencies and units; especially in organizing the dissemination and implementation of Conclusion No. 123 KL/TW of the Central Committee of the Party; Resolution No. 57 of the Politburo and Conclusion No. 118 of the Politburo on adjusting and supplementing some contents of Directive No. 35 of the Politburo on Party congresses at all levels leading to the 14th National Congress of the Party... These are important policies and decisions that create breakthroughs and a solid foundation for our country to enter a new era - the era of the Vietnamese nation's progress.

Provincial Party Secretary Nguyen Doan Anh requested that Party committees and organizations at all levels thoroughly disseminate the Party's policies and guidelines so that all cadres and Party members have a comprehensive, profound, and complete understanding, and concretize them into action programs and plans for their respective Party committees and units, ensuring they are consistent with their functions, tasks, and actual situation... He emphasized the need to resolutely overcome the phenomenon of rigidly copying plans from higher levels, or developing plans in a formal, general, superficial, or reactive manner. Along with this, he stressed the importance of strengthening the dissemination of resolutions, conclusions, directives, decisions, and regulations of the Central Committee and the Provincial Party Committee to cadres, Party members, and all segments of the population in the province.

In accordance with their assigned functions and duties, the district, town, and city Party committees, and subordinate Party committees, assign members of the Standing Committee and Executive Committee to direct and inspect lower-level Party branches and committees in developing plans for disseminating and thoroughly understanding resolutions, directives, conclusions, and regulations of the Central Committee and the Provincial Party Standing Committee.

The head of the Provincial Party Committee stated: In the past period, the General Secretary, Head of the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena; the Prime Minister; and the Central Inspection Committee have issued many leadership and guidance documents related to the work of preventing and combating waste; the Provincial Party Standing Committee and the Provincial Steering Committee on Anti-Corruption, Waste, and Negative Phenomena have also issued guidance documents on reviewing unfinished and prolonged investment projects and works that pose a high risk of significant losses and waste; and on leading and directing the review and handling of unfinished, delayed, and long-standing projects and works in the province... The Provincial Party Standing Committee requests that all Party committees, Party organizations, agencies, and units promptly and effectively implement the policies, viewpoints, and directives of the Central Government and the province regarding the resolution and handling of difficulties and obstacles related to unfinished, delayed, and long-standing projects and works. Prevent the occurrence of new violations; maintain stability, avoid disputes and complaints that could affect political security, social order and safety, and the development of the province.

The Provincial Party Secretary also requested that, along with focusing on thoroughly understanding and implementing the resolutions, directives, conclusions, regulations, and decisions of the Central Committee and the Provincial Party Committee, Party committees and authorities at all levels should focus on leading, directing, and effectively implementing Resolution No. 190 of the National Assembly and Telegram No. 20 of the Prime Minister.

At the conference, provincial leaders disseminated and implemented resolutions, directives, conclusions, regulations, and decisions of the Central Committee of the Communist Party of Vietnam, the Politburo, the Secretariat of the 13th Party Congress, and the Standing Committee of the Provincial Party Committee on breakthroughs in the development of science, technology, innovation, and national digital transformation; on promoting national standards, measurement, and quality control until 2030 and beyond; on continuing to restructure, innovate, and develop, and improve the operational efficiency of agricultural and forestry companies; on the supplementary plan for socio-economic development in 2025 with a growth target of 8% or more; on continuing to innovate the mechanism of decentralization of management and allocation of state budget to ensure the leading role of the central budget and the proactive role of local budgets and relevant agencies and units; and on improving the effectiveness of social policy credit in the new phase. The reform of vocational training for rural laborers aims to meet the requirements of industrialization and modernization of agriculture and rural areas; strengthen the Party's leadership over emulation and reward work in the new situation; develop Vietnamese traditional medicine and the Vietnam Traditional Medicine Association in the new phase; enhance national security in international cooperation on culture, education, and training; and fundamentally and comprehensively reform education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Department, disseminated and implemented resolutions, directives, conclusions, regulations, and decisions of the Central Committee of the Party, the Politburo, the Secretariat of the 13th Party Congress, and the Standing Committee of the Provincial Party Committee.

Also at the conference, delegates heard provincial leaders explain and implement Resolution No. 35-NQ/TW of the Politburo (12th term) on strengthening the protection of the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation; the Digital Transformation Project in Party agencies; the Regulations on Elections within the Party; the implementation of the Party Charter; the adjustment and supplementation of some contents of Directive No. 35-CT/TW of the Politburo (13th term) on Party congresses at all levels leading to the 14th National Congress of the Party; some issues on continuing to innovate and streamline the organizational structure of the political system for effective and efficient operation; Party inspection, supervision and discipline; controlling power, preventing corruption and negative practices in lawmaking; and protecting those who fight against corruption, waste, and negative practices. Regarding strengthening the leadership of Party committees at all levels in the implementation of criminal sentences in the community and community reintegration in the province.
