Throughout its history of struggle, construction, and development, Hai Lang has always been proud to be a place where traditions of unity, patriotism, resilience, and indomitability converge; traditions of diligent, intelligent, and creative labor; and traditions of studiousness and overcoming difficulties to achieve success.

From mid-1930, under the leadership of the Quang Tri Provincial Party Committee, the army and people of Hai Lang, wholeheartedly loyal to the Party, built and expanded their forces, participated in the resistance war, and contributed to the province and the whole country's victory in the revolutionary movements and the seizure of power throughout the district on August 23, 1945.

After France's defeat, the American imperialists invaded our country, and Hai Lang became one of the most fierce battlefields. The army and people of Hai Lang always had unwavering faith in the Party and the revolution, building a movement with the determination "As long as there are people, there is a battlefield" to defend their homeland, and repeatedly defeated the brutal war strategies of the American imperialists, achieving resounding victories.

At 6:00 PM on March 19, 1975, Hai Lang district, the last remaining area of Quang Tri province, was completely liberated. After the reunification of the country, in March 1977, Hai Lang district and Trieu Phong district were merged to form Trieu Hai district, belonging to Binh-Tri-Thien province.

In July 1989, Quang Tri province was re-established. On September 23, 1990, the Council of Ministers (now the Government ) issued Decision No. 91-HĐBT dividing Trieu Hai district into Hai Lang district, Quang Tri town, and Trieu Phong district. From then on, Hai Lang reverted to its original name.

Building upon the heroic revolutionary tradition and overcoming hardships and challenges, the Party Committee, government, and people of Hai Lang have united and worked together to heal the wounds of war, mobilizing all resources to build a Hai Lang that has undergone a powerful transformation. The achievements over the past 50 years of construction and development are a powerful testament to the will, determination, and spirit of unity and perseverance of the people of the district.
