Huong Lo 2 Dong Nai: Progress of the 6,000 billion VND expressway connection project
The 15.5 km long Huong Lo 2 project in Dong Nai with a total capital of nearly 6,000 billion VND is being implemented, expected to reduce the load on National Highway 51 and promote riverside urban areas.

Overview of key projects
The People's Council of Dong Nai province has approved the investment policy for the construction project of Huong Lo 2 (section 2), connecting from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The project is implemented under the public-private partnership (PPP) method with a total estimated investment of nearly VND 6,000 billion, expected to be implemented in the period of 2025 - 2028.
Last November, the People's Council of Dong Nai province passed a Resolution approving the investment policy for the construction project of Huong Lo 2 (section 2) from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay Expressway under the public-private partnership (PPP) method. The project is divided into 3 sections, of which section 1 from National Highway 51 to An Hoa 2 Bridge is nearly 2 km long; section 2 from An Hoa 2 Bridge to Vam Cai Sut Bridge is about 6.2 km long; section 3 from Vam Cai Sut Bridge to Ho Chi Minh City - Long Thanh - Dau Giay Expressway is about 7.5 km long. In the picture is section 1, starting from National Highway 51, currently under construction.
When completed, the entire Huong Lo 2 route will be about 15.5 km long, a group A project, a level 1 project. The route passes through the wards and communes of Tam Phuoc, Long Hung, and An Phuoc of Dong Nai province, with a land use demand of more than 55.3 hectares and affects about 244 households.
Investment scale and divergence
The project is divided into two main component projects:
Component project 1: Implement compensation, support and resettlement with a total investment of nearly 574 billion VND from the province's public investment capital.
Component project 2: Construction of a road with a total capital of more than VND 5,315 billion, implemented under a Build-Transfer (BT) contract and paid from the State budget through land auction revenue.
National Highway 51 intersection with Huong Lo 2. The project is divided into two component project packages, of which component project 1 is compensation and resettlement support for Huong Lo 2 (section from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay Expressway) with a total investment capital of nearly 574 billion VND, from the public investment capital of Dong Nai province.
Technically, the route has a 54 m wide roadbed, including a 25 m wide main road, a 3 m median strip, 8 m wide parallel roads on each side, and other auxiliary items such as drainage and lighting systems.
Of which, the main road is 25 m wide, the median strip is 3 m wide, the parallel road on each side is 8 m wide, the median strip on each side is 2.75 m wide, the sidewalk on each side is 2 m wide, the roadbed is 54 m wide. In addition, there are intersections on the route.
Construction progress update
The project is being implemented in several phases. Section 1 from National Highway 51 to An Hoa 2 Bridge (nearly 2 km long) started construction at the end of 2020 with a budget of more than 780 billion VND, expected to be completed by the end of 2025.
Currently, for package 5 including An Hoa 2 bridge and the last 250m route, the construction has reached more than 90% of the contract volume. In which, An Hoa 2 bridge has completed pouring the concrete part of the bridge deck, is deploying expansion joints and installing bridge railings. For the last part of the 250m route in Long Hung ward, the construction is implementing the earthwork, leveling the slope, and digging the base of the slope tray.
Meanwhile, the Vam Cai Sut bridge was completed in December 2024 and accepted in July 2025. However, because the road connecting the bridge to the Ho Chi Minh City - Long Thanh - Dau Giay expressway has not been built yet, this project cannot be effective at present.
Regarding the Vam Cai Sut bridge on Huong Lo 2 road, construction was completed in December 2024 and accepted for use in July 2025. However, currently, the bridgehead in Tam Phuoc ward to the Ho Chi Minh City - Long Thanh Dau Giay expressway has no connecting road, so the Vam Cai Sut bridge cannot be used effectively.
The investment in completing Huong Lo 2 is expected to complete the traffic system according to the planning of Dong Nai province, share traffic and reduce pressure on National Highway 51. At the same time, the project also forms a road axis along the Dong Nai river, creating momentum for socio-economic development and modern urban areas.
The investment in completing Huong Lo 2 route from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay Expressway aims to gradually complete the traffic system according to Dong Nai province's planning. In addition, the province will form a road along the Dong Nai river to promote the development of modern riverside megacities, creating conditions for socio-economic development of the province; sharing traffic and reducing traffic pressure on National Highway 51. Along with that, a series of real estate projects in subdivision C4 will also benefit directly from this project, such as Aqua City of Novaland ; Waterfront of Nam Long; Long Hung residential area of Donacoop...
This transport infrastructure is also expected to have a positive impact on the regional real estate market, especially large projects such as Aqua City, Waterfront and Long Hung residential area.
