
Attending the meeting were Mr. Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister , Head of the National Steering Committee on IUU; representatives of leaders of a number of ministries, departments, and branches that are members of the National Steering Committee on IUU and 21 coastal provinces and cities. The meeting was held in both in-person and online formats.
Attending the online meeting at Ninh Binh province bridge were comrade Tran Anh Dung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee on IUU; representatives of leaders of departments and branches that are members of the Provincial Steering Committee on IUU.
According to the report at the meeting, as of December 9, 2025, 100% of ministries, branches and localities have registered and updated on the national fisheries database Vnfishbase.
The Vietnamese working delegation worked with the EC, grasped the EC's requirements to advise the Government and the National IUU Steering Committee to direct ministries, departments, branches and localities to implement.
The Ministry of Agriculture and Environment continues to coordinate with relevant ministries and branches to conduct inspections in a number of provinces such as Nghe An, An Giang, Ca Mau, Ho Chi Minh City, etc.
The Ministries of Public Security, National Defense, Agriculture and Environment, in coordination with telecommunications units including Viettel and VNPT, have completed the comprehensive digitalization of the database system for managing fishing vessel activities, connecting, integrating, multi-purpose and meeting the criteria of "correct, sufficient, clean, alive"...
Implementing the direction of the National Steering Committee on IUU, by December 8, 2025, Ninh Binh province had registered 1,367/1,367 fishing vessels with the largest length of 6m or more, updated information in the national fisheries database (Vnfishbase), reaching 100%. Implemented writing registration numbers, marking fishing vessels for 100% of registered fishing vessels, inspected and qualified to operate according to regulations. Granted fishing licenses to 1,358/1,358 fishing vessels qualified to operate, reaching 100%. The whole province has 9 fishing vessels that are not qualified to operate, all of these fishing vessels are gathered at centralized anchorage areas and management measures are applied. The Provincial People's Committee directed the People's Committees of communes to update images and report to the Provincial People's Committee daily according to regulations.
Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to focus on resolutely combating IUU fishing, taking substantial measures to create positive changes and achieve sustainable results.
Focus on developing reports according to EC recommendations, ensuring consistency in data and related information in the spirit of "doing the job right". Continue to improve national fisheries data to create a basis for effectively implementing tasks related to combating IUU fishing; establish inspection teams in localities where violations still exist or new violations arise.
Strictly implement the reporting regime to the National Steering Committee on IUU fishing as prescribed. The handling of violations must be clear, with records, documents, and images to prove and build trust with the EC in Vietnam's efforts in the process of combating IUU fishing.
Continue to review, clean, and supplement relevant data in the direction of "correct, sufficient, clean, and alive" to improve the effectiveness of monitoring, inspecting, and controlling fishing vessel activities. Focus on restructuring the fisheries sector towards sustainability and strengthening cooperation in fisheries exploitation.
The Prime Minister noted that ministries, branches and localities should coordinate to restructure their fleets to ensure effective and active seafood exploitation. Reported data must be accurate and consistent with the EC's recommendations. Continue to learn from experience, promote good practices, limit and overcome weaknesses to resolutely complete the set goals.
The Prime Minister asked people, especially fishermen, to actively cooperate with ministries, departments, sectors and localities to develop sustainable fisheries. Localities mobilized the entire political system to remove the EC's warning on Vietnamese seafood.
