Mobilizing highly specialized human resources to unlock resources for Education

GD&TĐ - In the 2025-2026 school year, the Ministry of Education and Training encourages general schools to develop a mechanism to mobilize highly qualified human resources to participate in organizing educational activities in schools.

In fact, many facilities have done this well, but many schools still have difficulties and are confused.

Teachers are athletes and artists.

Over the years, many schools have had permanent teachers teaching Music, Fine Arts, and Physical Education who are singers, artists, athletes, and even FIFA coaches and referees.

A typical example is Ms. Truong Thi Le Trinh - Physical Education teacher, Tan Tru High School (Tan Tru Commune, Tay Ninh ) - formerly one of the famous female referees in Vietnam, who was trusted by AFC to take on international tournaments. In 2023, due to health conditions, she decided to stop working as a referee, switch to supervising referees and focus on teaching.

“In addition to teaching skills, I often inspire students with stories about their will, determination, and passion. From there, I help them see that sports are not only about exercise but also about training their spirit, perseverance, teamwork, and overcoming their own limits,” Ms. Truong Thi Le Trinh shared.

At Tran Khanh Du Primary School (Tan Dinh, Ho Chi Minh City), Principal Le Thi Thu Hang said that the school has a music teacher, singer Ngoc Anh (member of the Ho Chi Minh City Music Association); and a Physical Education teacher, Mr. Mai Hoang Tien - a traditional martial arts coach.

“When teachers who are both good at their profession and passionate about their profession, singers, athletes, and coaches have many advantages in teaching, organizing educational activities, and inspiring students with art and sports,” Ms. Le Thi Thu Hang shared.

In the 2025-2026 school year, Phu Tho Primary School (Phu Tho, Ho Chi Minh City) cooperated with a company to popularize traditional percussion instruments for primary school students. Principal Nguyen Thi Kim Huong informed that students will be taught by artists according to a program lasting 35 weeks of actual study, with 1 period/week for each class.

In addition to the musical content of the 2018 General Education Program, the artists will impart knowledge and skills in using traditional percussion instruments such as song loan, mo, cymbal, small drum, etc. to students.

Mr. Nguyen Mai Trong - Principal of A Xing Primary and Secondary School (Lia Commune, Quang Tri) said that the school once invited artist Kray Suc to perform and instruct students on how to play traditional musical instruments of the Van Kieu people; on that basis, the Van Kieu - Pa Ko Folk Song Club was established in the school.

Students have direct access to folk songs and traditional musical instruments; thereby forming pride and awareness of preserving local cultural heritage. Not only listening to introductions, students also get to try playing and practice with artisans, helping knowledge become vivid, easy to remember, creating interest in learning.

The club’s activities (performances at the opening ceremony, traditional New Year, cultural exchanges, etc.) contribute to promoting the image of the homeland and people of Van Kieu - Pa Ko. “I hope that management at all levels will pay attention to and support funding for this activity so that it can be maintained regularly,” said Mr. Nguyen Mai Trong.

Nam Tu Liem Secondary School (Xuan Phuong, Hanoi) has invited organizations and individuals to participate in teaching or organizing some special educational programs and contents. For example, inviting university lecturers to teach the excellent student team; foreign teachers to teach foreign languages; police and military officers and soldiers to disseminate legal education; psychological experts to take care of students' mental health.

The school also invites actors, artists, athletes to guide students in cultural and artistic activities... These are all people with good expertise, famous in a certain field, and a lot of practical experience, so the organization method is diverse and attractive, students gain a lot of advanced knowledge.

Many high schools, although not teaching Arts, have proactively implemented music and art subjects in the form of extracurricular or integrated subjects. This activity is carried out through coordination with reformed opera troupes and art training units.

Need a mechanism to overcome financial difficulties

Mr. Tran Huy Hoang - Principal of Dien Bien District High School (Thanh An, Dien Bien) commented: Mobilizing foreign artisans, artists, athletes, volunteers... helps students access knowledge, vivid practical skills, foster love for national culture and art, improve physical fitness, and broaden international vision.

The activity also contributes to renewing educational methods, creating interest in learning, motivation and dreams for students. However, Dien Bien District High School has not been able to do this in the past.

“The main difficulty is due to the limited high-quality human resources in mountainous areas in general and Dien Bien province in particular. The budget for inviting experts is not included in the annual budget estimate; especially for provinces that depend heavily on the State budget, units that are not financially autonomous will face many difficulties.

The cost of guest lecturer contracts with these subjects has not been regulated in specific and clear standards for each level, causing difficulties in implementation. Coordination is sometimes passive due to geographical distance and time constraints of the guest.

“To overcome this difficulty, schools need to proactively develop plans from the beginning of the school year, expand their network of connections with organizations, individuals and specific contracts; flexibly combine direct and online forms; mobilize social resources to ensure funding for activities.

Hopefully, the Ministry of Education and Training and the Department of Education and Training will have a support mechanism or set specific funding levels; have a document coordinating with the Department of Culture, Tourism and Sports to create an official connection channel with experts, artisans, and athletes; and organize training for teachers on how to effectively exploit this resource in educational activities," Mr. Tran Huy Hoang proposed.

Located in a remote area, Quan Son High School (Quan Son, Thanh Hoa) has never invited foreign artists, craftsmen, professional athletes, or volunteers to participate in organizing educational activities at the school. Vice Principal Nguyen Trong Nam said that in doing this, the school had difficulty finding human resources and paying for expenses.

The school's wish is to be assigned more teacher quotas, recruit teachers annually instead of recruiting once every few years (Thanh Hoa, from 2011 to 2020, new recruitment); at the same time, to supplement funding for schools to mobilize high-quality human resources.

At Lao Cai High School for the Gifted (Lao Cai), according to Principal Ngo Thanh Xuan, the school has invited artists to perform musical instruments and sing; invited businesses to introduce startups, inspiring students. In recent years, the school has continuously invited foreign volunteers (from Fulbright organizations in the US, Germany...) to teach and exchange English, creating an English-speaking environment for teachers and students. The activities have brought practical benefits.

Students have practical experiences, connecting book knowledge with real life; creating interest in learning, stimulating talents and career orientation; improving communication and integration skills. Activities also contribute to preserving culture, spreading local traditional values.

However, Mr. Ngo Thanh Xuan admitted that, except for the initiative of inviting foreign volunteers, which is carried out annually without requiring funding, other activities still face some difficulties. The first difficulty is funding, especially if one wants to invite talented and famous artists and artisans.

In addition, it is not easy to arrange the schedule between the school and the guest. The source of invitations is not diverse, depending on the relationship between individuals/affiliated units. Some activities are difficult to maintain periodically and long-term. The invitation activities are mainly events, single events...

Presenting solutions, Mr. Ngo Thanh Xuan said that the school can build a sustainable partnership network with professional associations, clubs, and international organizations; integrate activities into experiential and career guidance programs to ensure continuity; take advantage of international cooperation projects and programs of the Department of Education and Training; proactively seek socialized funding sources to reduce financial burden...

Inviting famous artists to interact with students is currently mainly an extracurricular activity, not regular, depending on the opportunities and flexibility of each school.
