On January 1st, the Department of Industry and Trade of An Giang province announced that JIC Vietnam Co., Ltd. (referred to as JIC Vietnam Company - located in Tan Trung Industrial Cluster, Phu Tan District, An Giang) has rectified the leak of over 2.8 tons of sulfuric acid that occurred on the evening of September 13, 2023.
Authorities in An Giang province are inspecting the area where acid is leaking at JIC Vietnam Company.
Specifically, regarding the incident, Mr. Nguyen Minh Hung, Director of the Department of Industry and Trade of An Giang province, has just signed a document sent to the People's Committee of An Giang province reporting on the remediation and handling of the chemical leak incident at JIC Vietnam Company.
According to Mr. Hung, relevant agencies and units in An Giang province have inspected, guided, and supervised the handling and remediation of the incident. To date, JIC Vietnam Company has replaced all broken pipes causing acid leaks; installed safety regulations and chemical warning signs in the acid storage tank area. Simultaneously, they have renovated and constructed a sturdy roof for the two acid storage tanks to prevent rainwater from overflowing into the tanks. The height of the emergency storage tank has been increased by 40 cm to reach a volume of 8.9 m³ , and the tank area has been lined with ceramic tiles and coated with waterproof paint to prevent corrosion and acid leaks.
The An Giang Center for Environmental Resource Monitoring and Engineering was hired by JIC Vietnam to collect soil samples from the company for analysis three times, and also independently collected water samples from the Vam Nao River for pH analysis to assess the impact of the incident on the environment. The analysis results showed that the pH values of the company's soil samples, the Vam Nao River water samples, and the groundwater samples from the acid leak area were within the permissible limits according to the regulations of the Ministry of Natural Resources and Environment.
To date, JIC Vietnam has completed the remediation work for the leak of over 2.8 tons of acid.
According to Mr. Hung, JIC Vietnam Company hired an environmental company to collect more than 51.8 tons of hazardous waste soil and sand (acid-contaminated soil and sand) for treatment. Since the incident occurred, the company has urgently and actively implemented solutions to remedy the situation. To date, the remediation work is considered complete. In the near future, this unit will conduct periodic quarterly pH testing in the affected area, continuously for four quarters, to report to the An Giang Department of Natural Resources and Environment for monitoring, supervision, and guidance on implementing environmental remediation solutions as needed.
As Thanh Nien newspaper reported, JIC Vietnam Company manufactures insulation materials. On the evening of September 13, 2023, a tank containing approximately 3 tons of 60% sulfuric acid leaked out, with over 2.8 tons spilling out. The cause was a crack in the acrylic pipe used to test the acid in the tank, causing the acid to spill into the wastewater treatment tank area, which was lined with HDPE plastic sheeting.
Considering that the acid leak did not cause any casualties, but the acid could seep into the sand layer below, the People's Committee of An Giang province directed relevant departments to inspect and guide JIC Vietnam Company in handling and restoring the original environmental condition, preventing soil and surface and groundwater pollution caused by the incident.
