Opening of the 17th Special Session, 10th Provincial People's Council

On the morning of February 19th, the 10th Provincial People's Council, term 2021-2026, held its 17th specialized session to consider and decide on matters within its authority, aiming to promptly implement important policies and decisions of the Central Government and the province. Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Provincial Party Committee Nguyen Dinh Trung attended and directed the session.

Delegates attending the Session

Attending the opening session were: Ms. Huynh Thi Chien Hoa, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council; Mr. Pham Ngoc Nghi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Y Giang Gry Niê Knơng, Chairman of the Vietnam Fatherland Front Committee of the province; Mr. Tran Phu Hung, Vice Chairman of the Provincial People's Council; Mr. Vo Van Canh, Vice Chairman of the Provincial People's Council; leaders of departments, agencies, and localities in the province; National Assembly delegates from the province; and delegates of the 10th Provincial People's Council, term 2021-2026.

Ms. Huynh Thi Chien Hoa, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, delivered the opening speech.

In her opening remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, Huynh Thi Chien Hoa, stated that at this session, the Provincial People's Council will consider 24 draft resolutions, including: Firstly, a group of resolutions related to organizational structure, apparatus, and staffing; comprising resolutions on the establishment, reorganization, and dissolution of specialized agencies under the Provincial People's Committee; adjustments to resolutions of the Provincial People's Council on the establishment, number of members, and composition of the Committees of the Provincial People's Council; dismissal and election of Heads and Deputy Heads of Committees of the Provincial People's Council; dismissal of the Vice Chairman of the Provincial People's Committee; dismissal and supplementary election of members of the Provincial People's Committee of the 10th term; and a resolution on the staffing of civil servants and employees in 2025. Secondly, a group of resolutions on socio-economic development, including a resolution on adjusting the growth target for 2025 and the policy on changing the purpose of forest land use to other purposes.

Comrade Truong Cong Thai, Vice Chairman of the Provincial People's Committee, presented the Proposal requesting the election of additional members to the Provincial People's Committee, 10th term, 2021-2026.

Delegates cast their votes to elect the Head and Deputy Head of the Culture and Social Affairs Committee of the Dak Lak Provincial People's Council, 10th term, 2021-2026.

I urge the delegates of the Provincial People's Council to uphold the spirit of constructive engagement, responsibility, and democracy; to focus on thorough research, discussion, and contributing feasible and effective opinions and solutions so that all contents in the session's agenda are considered and approved with the highest quality and approval, meeting the expectations of the voters and people of the province and the increasingly high demands of political tasks, ready to join the whole country in entering a new era.

Comrade Bach Van Manh - Director of the Department of Internal Affairs - presented the draft Resolution on the staffing of civil servants in administrative agencies, the number of contracts for performing professional and technical work in public non-business units, and the staffing of specialized associations, for the year 2025.

During the morning session, the Dak Lak Provincial People's Council also proceeded with the dismissal of the Head and Deputy Head of the Ethnic Affairs Committee of the Dak Lak Provincial People's Council, 10th term, 2021-2026; the dismissal of the Vice Chairman and members of the Provincial People's Committee; the election of additional Heads and Deputy Heads of the Culture and Social Affairs Committee of the Dak Lak Provincial People's Council; the election of additional members of the Provincial People's Committee, 10th term, 2021-2026; the review of the draft Resolution on civil servant staffing in administrative agencies; the approval of the total number of employees in public non-business units, the number of contracts for professional and technical work in public non-business units, and the staffing of specialized associations for 2025; and the presentation of the draft Resolution on adjusting and supplementing some targets and tasks for socio-economic development in 2025 with the goal of achieving a growth rate of 8% or higher.
