Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 203/CD-TTg dated October 27 directing ministries, branches and localities to focus on emergency response and overcoming the consequences of heavy rain and floods in the Central region.

Telegrams sent to the Chairmen of the People's Committees of the provinces and cities: Quang Tri, Hue, Da Nang, Quang Ngai; Ministers of the ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Education and Training, Health, Science and Technology, Culture, Sports and Tourism; Chief of Office of the National Civil Defense Steering Committee.

According to the report of the National Center for Hydro-Meteorological Forecasting, on the night of October 26 and early morning of October 27, the area from Quang Tri to Quang Ngai continued to have heavy to very heavy rain, with rainfall in some places exceeding 400mm, especially at the center of Bach Ma (Hue) with rain reaching over 700mm in 9 hours. Heavy rain over a wide area, reservoirs had to operate to regulate floods, water levels on rivers in Hue and Da Nang rose rapidly.

According to the forecast of the National Center for Hydro-Meteorological Forecasting: On October 27, floods on rivers in Hue and Da Nang will continue to rise, specifically: Floods on the Bo River at Phu Oc are likely to exceed the historical flood of 2020 by about 0.2-0.3m; on the Huong River at Kim Long will rise above alert level 3 by about 1.2m (below the historical flood level by about 1.11m); on the Thu Bon River at Cau Lau will continue to rise and be above alert level 3. There is a high risk of widespread deep flooding in Hue and Da Nang cities; flash floods, landslides on steep slopes, especially in mountainous areas from Quang Tri to Quang Ngai.

To proactively prevent, avoid, respond, ensure the safety of people's lives, and minimize property damage, the Prime Minister requested the Chairmen of the People's Committees of the above-mentioned provinces and cities and ministries and branches to continue to focus on directing the drastic and effective implementation of the work of preventing, avoiding, and responding to heavy rains, floods, flash floods, landslides according to the direction in Official Dispatch No. 202/CD-TTg dated October 22 of the Prime Minister, focusing on the following specific tasks:

Check and detect areas at risk of flash floods, landslides, and deep flooding to promptly evacuate people to safety. Chairmen of the People's Committees of Quang Tri, Hue, Da Nang, and Quang Ngai provinces and cities closely monitor, update fully, and promptly inform about the situation and forecast the development of floods and rains so that people can proactively respond, not allowing people to be unaware of information about natural disasters; increase dissemination and guidance to people on skills to respond to each natural disaster situation, especially landslides, flash floods, and floods.

Check and detect areas at risk of flash floods, landslides, and deep flooding to promptly warn people and proactively evacuate people to safety. Deploy forces and means to control, guide, and support traffic, and arrange rescue forces, especially in areas at risk of being cut off and isolated due to landslides and floods to be ready to respond when bad situations occur.

Deploy the work of protecting dykes and dams according to the alarm level; closely monitor and proactively coordinate with the functional agencies of the Ministry of Agriculture and Environment and the Ministry of Industry and Trade to direct the operation of irrigation and hydroelectric dams in the area to ensure scientific and safe operation of the works and contribute to flood reduction and flood control for downstream areas.

The Prime Minister requested localities to decide to let students stay home from school based on their specific local situation and implement measures to ensure people's safety.

Focus on directing, urgently organizing visits and encouragement; timely support with food, water, medicine and essential necessities for people in damaged areas. Absolutely ensure that people do not go hungry, cold, lack clean water, or do not receive medical support when sick.

Immediately after the flood recedes, it is necessary to urgently mobilize forces to carry out environmental sanitation, disinfection, and disease prevention and control. At the same time, support people in repairing their houses, quickly restoring production (especially agricultural production), and soon stabilizing their lives.
