Affirming the role of creative subject of socialist democracy

On October 22, the Central Committee of the Ho Chi Minh Communist Youth Union held a conference of key officials of the Union, Association, Pioneers and outstanding youth and children at home and abroad to contribute ideas to the draft documents to be submitted to the 14th National Party Congress.

The conference was held in the context of the entire Party, people and army striving to achieve results in welcoming the 14th National Congress of the Party. This is an opportunity for Vietnamese youth to express their feelings, beliefs, responsibilities and aspirations to contribute to the Party, the Fatherland and the People.

The conference was organized in a combination of in-person and online formats, with a central point in Hanoi and about 4,088 online points, with a total of about 80,849 delegates attending, including officials of the Youth Union, Association, Team, young intellectuals, young entrepreneurs, artists, students, and outstanding youth at home and abroad...

Speaking at the opening of the conference, comrade Nguyen Pham Duy Trang, Chairman of the Central Council of the Young Pioneers, said that, fully aware of the importance and significance of party congresses at all levels, towards the 14th National Party Congress (on the basis of the guidance of the Central Propaganda and Education Commission, from the end of 2024 and the beginning of 2025), the Secretariat and the Central Standing Committee of the Youth Union have issued many plans and documents directing propaganda work, organizing activities to welcome the Congress, grasping the situation of union members, youth and children for party congresses at all levels and contributing to the draft documents of the 14th National Party Congress.

The participation in giving comments on the 14th Party Congress documents, associated with the process of giving comments on the documents of the Party Congresses at the grassroots, upper-grassroots and provincial levels, has been implemented by the Youth Union at all levels with many diverse and creative methods. Through initial monitoring and synthesis, it can be seen that: 100% of the grassroots, district and provincial Youth Unions have developed plans and organized activities to contribute comments on the documents of the 14th Party Congress; the comments of the youth nationwide have been highly appreciated by the Party Committees at all levels; there are many enthusiastic, frank, direct and objective opinions. The above initial results have been and are creating a widespread political movement of the youth nationwide to practically welcome the 14th Party Congress.

“In the coming time, when the Documents are sent to the People for wide public comments on mass media, the Central Youth Union Secretariat will also continue to direct all levels of Youth Union and press agencies to strengthen propaganda and synthesize comments on the draft Documents, on that basis, fully synthesize and report to the Central Committee of the Vietnam Fatherland Front, the Document Subcommittee and the Party building committees,” Comrade Nguyen Pham Duy Trang emphasized.

At the conference, many opinions suggested that the 14th Congress Documents clarify the viewpoint of “development based on knowledge, talent and core technology”, emphasizing the role of the young generation in the process of industrialization, modernization and international integration, while affirming that youth are creative subjects, leading forces in innovation, digital transformation and knowledge-based economic development. At the same time, it is necessary to improve development thinking, shifting from a growth model based on resource exploitation and cheap labor to a development model based on science and technology, high-quality human resources and innovation capacity.

Along with that, it is necessary to continue to focus on building and implementing green development strategies, circular economy, low-carbon economy, ensuring harmony between economic development, social progress and environmental protection; promoting youth participation in green energy conversion, biodiversity conservation, and developing ecological agriculture and sustainable rural areas.

In addition, opinions unanimously agreed that, to achieve the goal of rapid and sustainable development, science - technology, innovation and digital transformation are key factors. It is recommended that the 14th Congress Document clearly state the policy of developing key areas such as artificial intelligence, big data, biotechnology, clean energy, semiconductors, while increasing investment in research infrastructure, connecting schools - institutes - businesses and promoting international cooperation. It is necessary to consider youth and young intellectuals as the vanguard force in the national digital transformation, given the opportunity to create, research, test and deploy new technology products to serve socio-economic development.

Many opinions suggested that the Document should supplement the content of building a National Strategy on discovering, nurturing and promoting talents, considering this as a key interdisciplinary, continuous, inherited and long-term program. Talents need to be recognized not only in academia but in all areas of social life, from scientific research to administration, production, art, startups, and culture. There needs to be a special, transparent, internationally competitive incentive mechanism, encouraging people to dare to think, dare to do, dare to take responsibility; creating an open creative environment, protecting those who dare to innovate. At the same time, it is necessary to build a global network of Vietnamese intellectuals, connecting domestic and foreign experts, creating a flexible mechanism for overseas intellectuals to contribute to the country both directly and remotely...

In particular, many additional proposals clarify the connotation of “socialist democracy in the digital age” - considering it a new form of development of people's mastery, where people, especially young people, are empowered to create and criticize through digital space. Along with that, it is necessary to promote digital transformation in mass mobilization work, enhance the effectiveness of social supervision and criticism, and strengthen trust and close ties between the Party and the People.

At the same time, there should be specific mechanisms for young people to participate in giving opinions, monitoring and criticizing policies; considering empowerment, assigning tasks and evaluating by practical effectiveness as methods of training and fostering young cadres. At the same time, it is necessary to promote political education - ideology, ethics, lifestyle, improve political capacity and spirit of serving the Fatherland for the young generation, ensuring democracy associated with discipline, responsibility and loyalty to the Party's ideals.

In his concluding remarks at the conference, Comrade Bui Quang Huy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Central Executive Committee of the Youth Union, acknowledged the serious, urgent, responsible and enthusiastic work of the delegates. Accordingly, the Organizing Committee received nearly 40 elaborate and dedicated presentations, vividly reflecting the practical activities of youth in all areas of social life...

Comrade Bui Quang Huy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Central Executive Committee of the Youth Union delivered a concluding speech at the conference.

According to comrade Bui Quang Huy, all opinions unanimously appreciated the quality, scientific nature and strategic vision of the Draft Documents submitted to the 14th Congress, demonstrating the mettle, intelligence, steadfastness and innovative thinking of our Party. Many delegates affirmed that the Documents have deeply summarized the 13th term, at the same time clearly defined the orientation for national development in the period 2026 - 2030, with a vision to 2045, towards the goal of building a prosperous and happy Vietnam with an increasingly high position in the international arena.

From the lively, frank, responsible and enthusiastic discussions of the delegates at the Conference, it can be seen that Vietnamese youth have seriously researched, approached deeply and clearly demonstrated the spirit of accompanying the Party in completing the Draft Documents to be submitted to the 14th Congress. The comments were expressed from many different perspectives, but all agreed towards the common goal: Building Documents that are truly the crystallization of the intelligence, will and development aspirations of the entire nation...

From the presentations, opinions and discussions, it can be affirmed that Vietnamese youth are the revolutionary vanguard, the Party's reliable reserve force and the creative subject of socialist democracy in the digital age. This is not only an affirmation of the position of the young generation, but also a strong political commitment to the role and responsibility of youth in the cause of innovation, construction and protection of the Fatherland...
