The Central Youth Union's plan to implement Resolution No. 68-NQ/TW sets out many specific targets such as: Annually, 100% of provincial and city youth unions and affiliated youth unions will organize at least one activity to honor exemplary young entrepreneurs, young businesspeople, and businesses operating efficiently and sustainably; support at least 2,000 young entrepreneurs, including at least 150 innovative startups with specific projects, focusing on high-tech agriculture, e-commerce, digital technology, and green economy ; at least 10,000 youth-owned businesses will receive advice and support for development; and strive to establish 50 youth-owned cooperatives in rural areas...

Regarding solutions for implementing the above targets, in parallel with propaganda work, the plan mentions building a mechanism to support young entrepreneurs and young businesspeople after being honored through in-depth training, management consulting, investment connections and trade promotion, aiming to form a network of exemplary young entrepreneurs; innovating the form of organizing awards of the Youth Union and Associations to spread the image of sustainable, ethical and socially responsible private enterprises.

Preliminary statistics show that during the 2021-2025 period, nearly 2,000 OCOP products owned by young people received support to participate in e-commerce platforms. Local Youth Union organizations have continuously innovated their methods, creating a favorable environment for development and connecting supply and demand. Examples include the youth of Hanoi with its digitalization movement, bringing technology closer to young entrepreneurs; the youth of Dong Nai organizing training courses on online marketing and market development; and the youth of Quang Nam (formerly), now Da Nang city, with a series of OCOP products recognized with 3 stars or higher.

However, accelerating the development of private businesses among young people to fully utilize the specific advantages for young entrepreneurs as outlined in Resolution No. 68-NQ/TW requires the Youth Union to simultaneously innovate existing startup and business "playgrounds" while strengthening connections to form networks, programs, and activities that support young people with legitimate wealth-building needs, business owners, cooperatives, and investment models run by young people.

According to some experts, the Youth Union and Youth Association at all levels can implement investment promotion programs tailored to the specific characteristics and conditions of each region to expand markets for fledgling OCOP businesses; connecting young entrepreneurs with venture capital funds and strategic investors through established brand programs such as the National Innovation and Entrepreneurship Festival - TECHFEST or the Vietnam Young Leaders Forum.

In mid-July 2025, the Sixth Global Forum of Young Vietnamese Intellectuals took place with the participation of over 200 official delegates and approximately 300 observers from around the world. This represents a high-quality workforce, a crucial foundation for forming a network of experts in science and technology, business, entrepreneurship, and digital transformation. Beyond providing technical and professional support and investment trends, the young intellectuals at the forum also serve as an important link between young entrepreneurs and reputable, successful businesses with investment resources from various countries and territories.

The concretization of Resolution No. 68-NQ/TW is not only a political task but also a concrete action from the Youth Union and Associations to build a generation of economically self-reliant, creative thinkers, and resilient young people in integration. It can be confidently believed that, with specific linkage models, programs to increase investment in young entrepreneurs, expanding product markets, and strengthening the network of advisors and support experts, the plan to implement Resolution No. 68-NQ/TW will create a solid impetus for the young startup and business community to "take off" strongly in the era of national progress.
