According to the report at the conference, in the first 6 months of 2023, the emulation and reward work and the Emulation Movement for Victory of Emulation Bloc 4 have been actively and effectively led, directed and implemented by Party committees and commanders at all levels; focusing on breakthroughs in successfully implementing the central political tasks of each agency and unit, promoting advantages, overcoming existing limitations and shortcomings.

The Emulation Movement for Victory of agencies and units takes place continuously, widely, in depth, with many innovations and creativity, closely linked with campaigns and movements of all levels and sectors; focusing on promoting innovation, creativity, and emulation to successfully complete political tasks associated with the good implementation of the "Three Breakthroughs" according to the Resolution of the 11th Military Party Congress. Through emulation movements, it directly contributes to building a strong and exemplary Party organization, "Exemplary and typical" VMTD agencies and units, successfully and excellently completing all assigned tasks.
