According to the report presented at the conference: In the first six months of 2023, the emulation and reward work and the "Determined to Win" Emulation Movement of Emulation Bloc 4 were actively and effectively led, directed, and implemented by Party committees and commanders at all levels; focusing on breakthroughs in successfully fulfilling the central political tasks of each agency and unit, promoting strengths, and overcoming existing limitations and shortcomings.

Colonel Nguyen Hong Hai, Deputy Editor-in-Chief of the People's Army Newspaper, delivered a speech at the conference.

The Emulation Movement for Victory in agencies and units has been continuous, widespread, in-depth, and innovative, closely linked with the campaigns and movements of all levels and sectors; focusing on promoting innovation and creativity, and competing to successfully complete political tasks in conjunction with effectively implementing the "Three Breakthroughs" according to the Resolution of the 11th Party Congress of the Army. Through these emulation movements, they directly contribute to building strong and exemplary Party committees, agencies, and units, ensuring the successful and outstanding completion of all assigned tasks.

In addition, agencies and units have also promoted the development and promotion of exemplary models, especially those in the performance of political tasks, new, difficult, and unexpected tasks. The awarding of commendations has been implemented proactively, promptly, according to procedures, democratically, and transparently; focusing on rewarding small groups and individuals at the grassroots level who directly organize and carry out tasks; encouraging and honoring new talents, rewarding outstanding and exceptional achievements, contributing to motivating and encouraging groups and individuals to strive and be determined to excellently complete their assigned tasks.

At the conference, the agencies and units generally agreed with the central report presented, while also raising concerns about some issues that need to be considered and revised.

In the coming period, agencies and units in Emulation Bloc 4 will continue to thoroughly understand and seriously implement the emulation and reward work and the "Determined to Win" Emulation Movement in 2023; promote close, effective, and harmonious coordination in organizing activities. Focus on several key areas such as: Emulating the successful completion of political tasks in 2023; promoting emulation in building a regular, disciplined management and training system; building strong Party committees in agencies and units in terms of politics, ideology, ethics, organization, and personnel; promoting the implementation of the plan to build and promote exemplary advanced models in the 2021-2025 period; and organizing a serious, thorough, and proper summary of the emulation and reward work and the "Determined to Win" Emulation Movement in 2023.
