The election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term is a significant event, demonstrating the people's right to self-governance in choosing representatives with virtue and talent, building a clean and strong state apparatus, deciding on important national issues, and consolidating national unity, contributing to the successful implementation of the resolutions of the Party Congress. The military participated in the election with the highest political responsibility and achieved the best results. Over the past period, the Standing Committee of the Central Military Commission, the General Staff, and the General Political Department have issued leadership and guidance documents to implement the election within the military.

At the conference, relevant agencies implemented the main contents of the election guidelines, focusing on Guideline No. 4719/HD-CT dated November 28, 2025, of the General Political Department on the implementation of the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term; combat readiness for election security; propaganda, emulation, and reward activities in participating in the election; key contents related to personnel work for the election; and ensuring security and safety for the election. The conference exchanged information and assessed the situation related to election work in various agencies and units to resolve remaining difficulties and obstacles and agreed on some contents for the coming period.

Concluding the conference, Lieutenant General Truong Thien To emphasized: The conference on implementing leadership, guidance, and instruction documents for the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term in the Army has completed its planned agenda and achieved its objectives and requirements. The conference included discussions on issues related to the election tasks, which were addressed by relevant agencies.

General Truong Thien To requested that Party committees, commanders, political agencies, and functional agencies continue to thoroughly understand the leadership and guidance documents on the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term. They should organize and implement the contents related to the election tasks in a specific, detailed, and rigorous manner, focusing on key priorities. They should strictly implement the combat readiness plan before, during, and after the election; ensuring safety in all aspects within each agency, unit, and polling station according to assigned tasks.

Agencies and units should intensify propaganda efforts regarding the election. Based on the guidance of the Propaganda Department, they need to closely coordinate with functional agencies in their areas of operation to collect documents, banners, posters, and propaganda images; coordinate the effective use of mass media and internal communication networks so that all officers, soldiers, and workers are fully aware of the election schedule and its significance; and at the same time, do a good job of disseminating information and mobilizing family members, relatives, and the people in the areas where the units are stationed and where they reside to exercise their rights and civic duties in the election.

For units with officers running for election to the National Assembly and People's Councils at all levels, Lieutenant General Truong Thien To requested continued close coordination with higher-level personnel agencies to promptly grasp relevant personnel matters, ensuring that the nomination of candidates is open, democratic, and in accordance with election principles; regularly compile reports on the situation to higher levels as prescribed, especially on newly arising issues, for guidance and resolution.

Furthermore, closely coordinate with local authorities to monitor the situation and public opinion before, during, and after the election; actively promote and educate the public about the great significance of the election, thereby enabling them to better understand their responsibilities as Vietnamese citizens in building the government at all levels. Simultaneously, effectively protect internal political security, promptly detect and handle emerging issues, preventing any passive or unexpected situations; strictly adhere to the reporting deadlines stipulated in the election guidelines to the Department of Mass Mobilization and relevant specialized agencies for compilation and reporting to the Minister of National Defense and the Head of the General Political Department.
