This information was released at a press conference announcing the consolidated audit results for 2023 and the implementation of conclusions and recommendations from the State Audit Office in 2022.
Presiding over the press conference, Deputy Auditor General Ha Thi My Dung stated that in 2023, the State Audit Office conducted audits on 135 projects with 174 audit teams and issued 248 audit reports.
Specifically, the audits included conducting budget settlement reports at 25 ministries and central agencies and 52 localities; carrying out 33 thematic audits and performance audits, accounting for 26% of the total audit tasks, in accordance with the roadmap for achieving the objectives of the State Audit Development Strategy until 2030…
Based on the audit results, the State Audit Office has transferred 40 cases with signs of legal violations to investigative agencies at all levels; reported 2 cases to the Prime Minister for direction to the Ministry of Public Security for investigation and handling; and provided nearly 2,000 audit files and reports to agencies of the National Assembly, the Central Inspection Committee, investigative agencies and other competent agencies to serve investigation, inspection and supervision work.
Of the 40 cases mentioned above, the investigating agencies have so far processed and resolved 35 cases (14 cases have been prosecuted, investigated, and processed; 21 cases require further investigation and expert assessment), and several others will require more time for further investigation and verification in the future.
According to Director General Vu Ngoc Tuan, from 248 audit reports in 2023, the State Audit Office recommended increasing state budget revenue and reducing expenditure by more than 21,346 billion VND, and other recommendations totaling more than 28,595 billion VND;
In addition, the State Audit Office also recommended amending, supplementing, issuing new regulations, or revoking certain provisions that were inconsistent with legal regulations or not in line with practical realities in 198 documents. Notably, the results of the review of the implementation of audit recommendations from the previous year showed that 92% of the recommendations to increase revenue and reduce expenditure in the state budget had been implemented.
The State Audit Office confirmed that the total public debt as of December 31, 2022 was over VND 3,557,668 billion, a decrease of 1.63% compared to 2021, equivalent to 37.26% of GDP. The public debt indicators for 2022 are within the limits permitted by the National Assembly . The average public debt per capita is VND 35.77 million/person, a decrease of VND 0.94 million/person compared to 2021 (VND 36.71 million/person in 2021).

Through its audit activities in 2023, the State Audit Office recommended that the Government and the Prime Minister direct ministries, central agencies, localities, and audited units to fully and promptly implement the audit conclusions and recommendations.
Specifically, the State Audit Office recommended increasing state budget revenue and reducing state budget expenditures for the 2022 fiscal year by more than 21,344 billion VND, and other recommendations totaling more than 28,586 billion VND (due to insufficient procedures, lack of management and monitoring, lack of approval from competent authorities, and off-budget items...).
The State Audit Office also recommended reviewing and revoking, replacing, amending, supplementing, or issuing new provisions in 198 documents that are inconsistent with legal regulations or not in line with practical realities; and recommended disciplinary action against collectives and individuals for the shortcomings and violations mentioned in the audit reports of each audit conducted in 2023.
Regarding the results of the review of the implementation of audit recommendations in 2023, Mr. Vu Ngoc Tuan stated that, concerning financial recommendations from the 2022 audit (audit year 2021), as of December 31, 2023, the units had implemented financial recommendations related to increasing revenue and reducing expenditure of the state budget by more than 31,719 billion VND, reaching a rate of 92%; and other recommendations totaling more than 30,566 billion VND, reaching a rate of 83%.
Furthermore, regarding audit recommendations prior to 2022, the audited entities continued to implement additional measures totaling over VND 10,302 billion in 2023. The number of unimplemented recommendations as of December 31, 2023, was over VND 67,513 billion.
