Since the beginning of the school year, the leaders of the Ho Chi Minh City Department of Education and Training have issued decisive directives in briefing meetings with the heads of the Education and Training Departments of Thu Duc City, districts, and counties, as well as the principals of high schools and affiliated educational institutions, demanding strict implementation of revenue and expenditure management and clearly defining the responsibilities of the school principals.

The Ho Chi Minh City Department of Education and Training is conducting random inspections of schools and district education departments regarding their revenue and expenditure practices.

Simultaneously, in the 2023-2024 school year, for the first time, the Ho Chi Minh City Department of Education and Training launched a specialized inspection program focusing on the management of revenue and expenditure, and fundraising activities in schools… Along with this, there is a commitment to strictly handle cases of illegal fee collection. The inspection program lasted for one month (October 16 - November 16) and was chaired by the Department's Planning and Finance Division.

Mr. Tran Khac Huy, Head of the Planning and Finance Department of the Ho Chi Minh City Department of Education and Training and head of the inspection team, had a detailed discussion with a reporter from Thanh Nien Newspaper about this inspection plan.

Accordingly, the inspection was based on legal grounds such as Government Decree 81 on the mechanism for collecting and managing tuition fees; Resolution 04 of the Ho Chi Minh City People's Council stipulating the collection, collection rates, and management mechanisms for the collection and expenditure of support services; and official documents addressing the collection, expenditure, fundraising, and operating expenses of parent-teacher associations (PTAs). Based on this, the Department of Education and Training strengthened its inspection, examination, and supervision of the management of revenue and expenditure at the beginning of the school year, and checked the fundraising for education and the operating expenses of PAs. This allowed for timely correction of any collection activities that did not comply with regulations. In cases where violations were detected, the matter was transferred to the Department's Inspectorate for handling according to its authority.

UNANNOUNCED INSPECTION

Regarding the method of conducting audits of school revenue and monitoring revenue and expenditure management, Mr. Huy stated that the Planning and Finance Department is responsible for developing the outline, advising on the personnel of the inspection team, and coordinating with specialized departments to conduct audits of revenue and expenditure at the beginning of the school year, fundraising for education, and operating funds of the Parent-Teacher Association.

The preschool, primary, secondary, and continuing education departments coordinate the inspection of professional activities in the education sector regarding the implementation of two-session-per-day teaching programs, extracurricular programs, etc. In addition, they also inspect other educational activities related to fundraising and the preparation of revenue and expenditure budgets for service fees supporting educational activities.

During this inspection, the Inspectorate also advised on strict disciplinary action against unit heads who failed to comply with regulations.

According to Mr. Tran Khac Huy from the Department of Education and Training of Thu Duc City, with this inspection plan, districts, counties, and high schools should prepare all necessary documents and reports on the organization and implementation of revenue and expenditure, as well as fundraising activities. The department will conduct surprise, random inspections without prior notice.

A reporter from Thanh Nien newspaper questioned how the accuracy and detection of violations could be ensured if inspections were based solely on reports from the units. Responding to this concern, Mr. Huy stated that when districts and counties submit reports, they have already conducted a preliminary review and made necessary adjustments to educational institutions from preschool to junior high school within their jurisdiction. When the Department conducts inspections, they will review reports and data, conduct inquiries, and verify information through supporting documents. Mr. Huy emphasized: "The stance of the Ho Chi Minh City Department of Education and Training is to address violations immediately, without resorting to learning from mistakes. This demonstrates the Department's determination to rectify irregularities in revenue and expenditure to prevent negative impacts on the education sector."

According to the plan, the Department of Education and Training will conduct random inspections of approximately one-third of the district education and training offices and one-fifth of the total of about 110 public high schools.

The Department of Education and Training hopes that parents can send information and complaints about illegal fees charged by educational institutions to the email address: sgddt@tphcm.gov.vn .

According to Mr. Tran Khac Huy, parents need to carefully research the regulations on fees and expenditures in schools, as well as the regulations of the law, the Ministry of Education and Training, and the city. This will help parents determine which fees are legitimate and which are illegal. Parents need to provide complete information regarding their complaints: School name; type and type of fee; amount; time of collection; reason for collection; and proof of official fee notices from the school or individuals responsible for collecting the fees. The Department commits to receiving and strictly handling accurate reports of illegal school fees.
