Kim Son is the only district in Ninh Binh province with a coastline. With its large area and dense population, after more than 12 years of implementing the National Target Program for New Rural Development, on August 18, 2023, the Prime Minister issued Decision No. 968/QD-TTg recognizing Kim Son district as a district meeting the New Rural Development standards in 2022.
To date, all 23 communes in Kim Son district have met the standards for New Rural Areas, 4 communes have met the standards for Advanced New Rural Areas, and 1 commune has met the standards for Model New Rural Areas; 33 villages and hamlets have met the standards for Model New Rural Area residential areas; and all 2 towns have met the standards for Civilized Urban Areas.
Over the 12 years of implementing the National Target Program for building new rural areas, Kim Son district mobilized a total capital of over 7,000 billion VND (including: over 3,600 billion VND from the state budget, over 2,100 billion VND from community contributions, and other mobilized and supported sources).



Kim Son has advantages in developing the marine economy , industrial and handicraft sectors, and service industries. It is the leading district in the province in developing agriculture and fisheries, and is the rice granary of Ninh Binh province.
By the end of 2022, the average income in the entire district reached 57.2 million VND/person/year. By the end of December 2022, the poverty and near-poverty rates in all 23 communes of Kim Son district had decreased to below 1.5%. The percentage of people satisfied with the results of the New Rural Development program reached 99.53%.


Thanks to the successful campaign to mobilize the entire population to participate in the New Rural Development movement, Kim Son has so far mobilized contributions of over 130 billion VND in cash, nearly 100,000 man-days of labor, and the people have donated nearly 90 hectares of land for land consolidation and exchange, improved internal fields, dismantled over 1,000 square meters of fences, and cut down thousands of old fruit trees... to build roads, cultural centers, and sports and recreation areas...
100% of communes have met the standards for New Rural Development, with Dong Huong commune achieving the model New Rural Development standard, and four communes (Thuong Kiem, Luu Phuong, Quang Thien, and Yen Loc) achieving the advanced New Rural Development standard.


Besides fulfilling the criteria, Kim Son district focuses on investing in the construction of infrastructure in the area: electricity, roads, schools, health stations, and cultural centers, creating distinct highlights and adding bright colors to the rural landscape.
