On the morning of December 31st, under the chairmanship of comrades Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation; Le Tien Lam, Member of the Standing Committee of the Provincial Party Committee and Standing Vice Chairman of the Provincial People's Council; and Nguyen Quang Hai, Provincial Party Committee Member and Vice Chairman of the Provincial People's Council, the 25th session of the Provincial People's Council was held to discuss and decide on many important issues that will serve as a legal basis to promote socio -economic development and ensure national defense and security of the province.

Attending the session were: Comrade Nguyen Doan Anh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; leaders of provincial departments and agencies; and delegates of the Provincial People's Council.

Comrades Nguyen Doan Anh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; and Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies, attended the session.
Comrades Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee, attended the meeting.
At the meeting, delegates heard presentations of four proposals from the Provincial People's Committee, including:
1. Adjusting the allocation and use of the increased central government budget revenue supplemented for the local budget in 2023 to reinvest in Thanh Hoa province in accordance with Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly, as decided by the Provincial People's Council in Resolution No. 501/NQ-HĐND dated March 14, 2024. 2. Adjust the medium-term public investment plan for the period 2021-2025 using additional targeted central government budget revenue to reinvest in Thanh Hoa province as stipulated in Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly and Resolution No. 503/NQ-HĐND dated March 14, 2024 of the Provincial People's Council. 3. Adjust the allocation of additional targeted central government budget revenue to reinvest in Thanh Hoa province as stipulated in Resolution No. 37/2021/QH15 dated November 13, 2021, of the National Assembly, for projects managed by the province under the 2024 state budget public investment plan of Thanh Hoa province as specified in Resolution No. 584/NQ-HĐND dated October 15, 2024, of the Provincial People's Council. 4. Extend the implementation period of Resolution No. 477/NQ-HĐND dated December 14, 2023, of the Provincial People's Council on deciding the number of contract workers to be financially supported in public preschool and primary education institutions in the province in 2024 according to Government Decree No. 111/2022/NĐ-CP. |
In a spirit of focus and democracy, after carefully studying the presentations and verification reports of the provincial People's Council committees, the delegates of the 18th term of the provincial People's Council unanimously voted to approve the resolutions of the session.

In his closing remarks, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation, Lai The Nguyen, affirmed: With a very high level of consensus, the Provincial People's Council passed four resolutions at the session. These resolutions address issues arising in the process of managing and developing the province's socio-economic affairs, which the Provincial People's Council has promptly resolved for the benefit of the province's development.
Lai The Nguyen, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation to the National Assembly, delivered the closing remarks at the session.
The 25th session of the 18th Provincial People's Council was the final session of 2024. Concluding 2024 with numerous difficulties and challenges, but with the leadership of the Provincial Party Committee, the management of the Provincial People's Committee, and the decisive and highly consensual participation of the business community, military, and people of all ethnic groups in the province, Thanh Hoa province achieved quite comprehensive results in all fields. The growth rate of the Gross Regional Domestic Product (GRDP) reached 12.16%, exceeding the plan (11%) and ranking second nationwide. State budget revenue reached VND 56,284 billion, exceeding the estimate by 58.2% and increasing by 30.4% compared to the same period, continuing to rank first in the North Central region and seventh nationwide. This is the highest budget revenue and ranking ever achieved by Thanh Hoa province.
Socio-cultural aspects have progressed; national defense and security have been strengthened, and the material living standards of the people have continuously improved.
The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation requested the Provincial People's Committee, the People's Councils, and the People's Committees of districts, towns, and cities to focus on implementing decisively and effectively from the very first day and first quarter of 2025 the socio-economic development tasks according to the Resolution of the Provincial People's Council; especially the directives of the Provincial Party Secretary Nguyen Doan Anh at the conference to implement the socio-economic development plan for 2025 organized by the Provincial People's Committee on December 30, 2024, with the determination to strive to complete and exceed the socio-economic development plan for 2025, contributing to the achievement of the goals and tasks of the 2020-2025 term as set out in the Resolution of the Provincial Party Congress.
As the Lunar New Year approaches, along with directing the implementation of the socio-economic development plan, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation requested that localities focus on directing and ensuring social welfare for the people during the Tet holiday; organizing visits and encouraging policy beneficiary families and families with difficult circumstances and no place to live, so that all people can celebrate Tet. At the same time, he directed the vigorous construction of housing for poor households, policy beneficiary families, and households still facing housing difficulties according to Directive No. 22-CT/TU dated March 30, 2024, of the Provincial Party Committee Standing Committee, so that everyone eligible for support can have a new home to celebrate Tet.
