The 7th session of the 17th Provincial People's Council: Discussing and questioning many issues of concern to voters and people

In the afternoon session on December 7th, the Provincial People's Council held discussions, questioning, and answering sessions in the assembly hall. Attending the session were: Mr. Ngo Dong Hai, member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee; Mr. Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; the Vice Chairmen of the Provincial People's Council and People's Committee; and members of the 14th National Assembly and the Provincial People's Council.

Comrade Nguyen Tien Thanh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered a speech at the session.

At the beginning of the session, the Provincial People's Council heard a summary report of opinions from the two group discussions held on the afternoon of December 5th and the morning of December 7th. Following this, delegates and leaders of departments, agencies, and localities presented their opinions and discussed the issues in the assembly hall. Comrade Vu Thanh Van, Member of the Provincial Party Standing Committee and Chairman of the Provincial Fatherland Front, presented a paper on the Fatherland Front's participation in government building. Delegate Thai Thi Thu Huong, Secretary of the Thai Thuy District Party Committee (Thai Thuy Group), presented an assessment of the province's socio-economic results in 2023 and key tasks and solutions for 2024. Delegate Nguyen Xuan Khanh, Secretary of the Tien Hai District Party Committee (Tien Hai Group), presented a paper on some solutions for sustainable marine economic development in the coming period. Delegate Bui Van Son, Chairman of the Board of Directors of Long Hau Ceramic Joint Stock Company (Tien Hai Delegation), presented a paper on the current situation, advantages, and difficulties faced by businesses, and proposed recommendations to the Provincial People's Committee and relevant departments to create favorable conditions and support businesses in overcoming difficulties to maintain and expand production in the future. Delegate Dinh Gia Dung, Chairman of the People's Committee of Thai Binh City (Head of the City Delegation), presented a paper on solutions to accelerate the implementation of the project to relocate production and business establishments, offices, and some residential areas along the Tra Ly River in Thai Binh City to facilitate urban development. Delegate Pham Thi Nhu Phong, Chairman of the People's Committee of Vu Thu District (Head of the Vu Thu District Delegation), presented a paper on developing tourism in conjunction with agriculture, trade, and services by 2025, with a vision to 2030, gradually making tourism an important economic sector of the province. Comrade Lai Hop Manh, Director of the Provincial People's Procuracy, presented a paper on the situation of violations and crimes in 2023 and the results of the work in exercising the power of prosecution, supervising investigations and supervising criminal trials.

Comrade Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, delivered a speech at the session.

Delegate Pham Thi Nhu Phong, Chairwoman of the People's Committee of Vu Thu District (Head of the Vu Thu District Delegation), delivered a presentation at the session. Comrade Lai Hop Manh, Director of the Provincial People's Procuracy, delivered a presentation at the session.

During the questioning session, delegates Pham Van Soi (Hung Ha constituency) and Le Van Khoa (Thai Thuy constituency) questioned Mr. Nguyen Van Truong, Director of the Department of Natural Resources and Environment, on the following issues: the collection and treatment of household waste in localities; solutions for state management of household waste collection and treatment to protect the environment in the future; solutions to overcome difficulties and obstacles in the current process of issuing land use right certificates; administrative procedure reform in the land sector in recent years and specific solutions for the future...

Representative Nguyen Thi Xuyen (Tien Hai District) questioned Mr. Phan Dinh Duc, Deputy Head of the Provincial Economic Zone and Industrial Park Management Board, on the following issue: According to feedback from voters and through visual observation, we have noticed that recently, many factory chimneys in the Tien Hai District industrial park are discharging smoke and dust into the environment, negatively impacting the environment of nearby communes. We request that the Provincial Economic Zone and Industrial Park Management Board explain the causes and propose solutions to address this problem.

On the morning of December 8th, the Provincial People's Council will continue the question-and-answer session. Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, will speak to further clarify the achievements in the province's socio-economic development in 2023, emphasizing key tasks and solutions for 2024; and addressing the issues raised and reflected upon by delegates and the public. Based on the submitted documents, the Provincial People's Council will pass resolutions and adjourn the session.
