The Tenth Session of the XV National Assembly: Where the Party's will and the people's hearts are in harmony for a prosperous future

Yesterday morning, October 20, the 10th Session of the 15th National Assembly officially opened, with the largest volume of legislative work since the beginning of the term. With the "dual" responsibility of both summarizing a historical journey and creating institutions for the future, Dien Hong Hall - National Assembly House in the next 40 working days is considered a place where the Party's will and the people's heart converge, where decisions born from the wisdom and responsibility of the National Assembly will pave the way for the country's new development aspirations.

Removing institutional "bottlenecks" to unlock all resources

In his opening speech, the National Assembly Chairman emphasized that this session will consider the largest volume of legislative work since the beginning of the term, with 49 draft laws and 4 resolutions, demonstrating the mission of "the law must be one step ahead, paving the way for innovation". This spirit resonated strongly with voters' desire to quickly remove institutional barriers, which are considered one of the biggest bottlenecks hindering development.

Following the first working day of the Tenth Session, representatives of many businesses across the country expect the National Assembly to carefully review the draft Law on Digital Transformation and the Law on E-Commerce. Thereby, creating a necessary and safe legal corridor for domestic enterprises to firmly reach out to the international market from a strong digital transformation foundation. Not only that, at this session, the National Assembly considered issuing a Resolution on special mechanisms and policies to implement Resolution 59/2025 of the Politburo on international integration in the new situation, which is considered a big "push", adding confidence and strength to Vietnamese enterprises in the global "playground"...

From the Mekong Delta, voter Nguyen Thi Thu Hien (Ninh Kieu Ward, Can Tho City) shared that at the meetings with voters before this session, land and "bottlenecks" related to the legal corridor in this field were the most frequently raised issues. Ms. Hien said she was very happy that at this session, the National Assembly would consider and issue a Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law. "We must completely resolve the legal "bottlenecks", ensure the rights of the people, so that land can truly be a resource for development," the female voter from Ninh Kieu Ward hoped.

Ensuring social security for sustainable development goals

True to the spirit of National Assembly Chairman Tran Thanh Man's affirmation: "taking the lives and interests of the people as the measure of policy", the issue of social security, especially the daily concerns of workers, has become the top concern. This session, with 13 groups of contents on socio-economics, state budget and supervision, is expected to make breakthrough decisions, touching the lives of every citizen.

As a nurse with nearly 15 years of experience working at the grassroots health center in Quang Ninh, Ms. Nguyen Thi Thanh Mai clearly feels the expectations that the Party, the State and the people have for the health system, especially the grassroots health system. Following the news in recent days, she is very happy to know that the National Assembly will consider issuing a Resolution on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. "I hope that the National Assembly's resolution will be the foundation for the National Target Program on People's Health Care, Population and Development for the 2026 - 2035 period to come into life, helping to improve the remuneration for health workers and most importantly, helping people access high-quality health services," voter Nguyen Thi Thanh Mai shared.

Expressing concern about the contents considered and decided by the National Assembly at this session, the sharing of Ms. Dinh Thi Quy (Thuy Nguyen ward, Hai Phong city) also partly reflects the expectations of many teachers working in the education sector: the quality of human resources determines the future of the country. My colleagues and I have high expectations for the amendment of the Law on Higher Education and the Law on Vocational Education this time. In particular, the National Assembly's issuance of a Resolution on specific mechanisms and policies to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development will be the "key" to removing shortcomings and limitations, promoting university autonomy and improving training quality, realizing the goals of the National Target Program on modernization and improving the quality of education and training.

Meanwhile, concerns about the living environment are the top concern of many urban residents. Ms. Phan Hai Le (Dong Ngac Ward, Hanoi) said that she was very happy to know that at this session, the National Assembly will supervise and pass a Resolution on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect. We, the people, hope that through this supervision, we will clearly identify the current situation, the causes, and more importantly, have drastic and feasible solutions to really create changes in practice.

Preparations for the new development stage

The Tenth Session not only bears the great responsibility of legislation but also carries a special mission: to discuss the draft Report on the work of the XVth National Assembly, as well as to review the reports on the work of the President, the Government, and the judiciary. This is an opportunity to look back on the past, frankly point out the achievements, limitations and draw valuable lessons as provisions for entering the new stage of development.

Lawyer Nguyen Van Bao (Director of Bao Phong Law Firm, Quang Ninh Province Bar Association) expressed that the National Assembly's comprehensive revision of the Law on Practicing Thrift and Combating Wastefulness and the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations will create sharper legal tools. According to him, this will help close policy loopholes so that everything is resolved transparently and fairly. In particular, the revision of the Law on Supervisory Activities of the National Assembly and People's Councils will continue to enhance the supervisory role of elected bodies, ensuring that all legal provisions are strictly enforced.

The summary of the 15th tenure at the session will also contribute valuable lessons to continue building a modern, professional, data-driven and closer-to-the-people National Assembly, so that the highest State power agency is always the center of unity, a symbol of the will, intelligence and development aspirations of the Vietnamese people in the new era.

With careful preparation, close coordination between agencies and the spirit of intellectual and responsible work, along with improvements in the organization of the session, increased application of information technology and artificial intelligence, the National Assembly is affirming its sense of responsibility and constant innovation to meet practical requirements. As a complete mark for the entire term, about 40 days of responsible and intellectual work at the upcoming Tenth Session will fully respond to the expectations of voters and people with the belief in a new and promising development stage of the country.
