Ham Ha family national historical relic - the place marking the birth of the first Communist Party cell of the old Dong Son district, and also the first Communist Party cell of Thanh Hoa province.
Since the 1920s, the patriotic movement of the Thanh Hoa people has changed in a new direction. While the struggles according to bourgeois ideology were taking place vigorously, the first seeds of proletarian ideology began to spread and take root through many patriotic youths of the province who went to other provinces and foreign countries to find ways to liberate their homeland and country, such as: Dinh Chuong Duong, Hai Loc commune, Hau Loc district (now Van Loc commune); Le Huu Lap, Xuan Loc commune, Hau Loc district (now Hoa Loc commune) - an outstanding youth selected by leader Nguyen Ai Quoc and the first Thanh Hoa person to be admitted to the Vietnam Revolutionary Youth Association. At this time, patriotic movements in the province took place vigorously, typically the movement to demand amnesty for patriot Phan Boi Chau and the campaign to hold a memorial service for patriot Phan Chau Trinh. The struggles spread from the French-Vietnamese Primary School in Thanh Hoa town and Dong Son district to schools in the province, creating opportunities for comrade Le Huu Lap and other revolutionary soldiers to propagate and popularize the patriotic path of leader Nguyen Ai Quoc.
In May 1926, at house number 26, Hang Than street, Thanh Hoa town (now Hac Thanh ward), comrade Le Huu Lap established a 10-member reading association, named "Ten people's association". The reading association quickly spread to the districts of Dong Son, Hau Loc, Thieu Hoa, Tho Xuan... contributing to raising patriotism, hatred of imperialism and its lackeys, and fostering a tradition of steadfast revolutionary struggle. A typical example of the first core members of the revolutionary reading association was comrade Le Cong Thanh in Mao Xa village, Xuan Lai commune, Thieu Hoa district (now Thieu Toan commune). Comrade Le Cong Thanh established a Revolutionary reading association in Mao Xa village with 6 members and from there spread to many localities in the district. The association studied and researched revolutionary documents, propagated membership recruitment and divided into groups, with secrecy guaranteed between groups... The activities of the above association organizations in Thieu Hoa district and many other places in the province were political , ideological and personnel preparations for the establishment of the local Vietnam Revolutionary Youth Association.
After a period of preparation for the establishment of association organizations in the province, comrade Le Huu Lap selected a number of comrades to go to Guangzhou (China) to attend revolutionary training courses and join the Vietnam Revolutionary Youth Association, including comrades: Nguyen Van Dac, Nguyen Van Khang (old Thanh Hoa town); Hoang Trong Phuu, Hoang Khac Trung (old Thieu Hoa district); Nguyen Mau Sung (old Tho Xuan district)... In early 1927, many sub-groups of the Vietnam Revolutionary Youth Association were formed and operated in Thanh Hoa town and prefectures and districts, then proceeded to establish the Thanh Hoa Provincial Committee, comrade Le Huu Lap was appointed as Secretary. The staff of the Provincial Committee was increasingly strengthened, the number of cadres sent for training in Guangzhou (China) returned to the country, all aspects of the Provincial Committee's work were deployed more smoothly and actively. Political training for members was given importance. Training classes for 5 to 7 members were held in Thanh Hoa, Tho Xuan, Thieu Hoa towns... and deeply imparted knowledge about national liberation revolution, revolutionary mobilization methods, revolutionary organization... helping cadres and members have a theoretical basis and methods to penetrate and mobilize the masses.
Along with that, Thanh Hoa Provincial Youth Union organized the printing of leaflets according to the direction of the General Department and guided the plan to distribute leaflets to youth groups, book and newspaper reading associations, creating a great influence from Thanh Hoa town to districts and prefectures. At the same time, it built "Chi diem hung nghiep hoi xa" (an enterprise of a bourgeois with the purpose of organizing the movement to revive domestic goods, the slogan is: Vietnamese people use Vietnamese goods), in order to raise funds and create a meeting place, communicate and propagate, enlighten the masses, arouse patriotism, love for the nation, contribute to promoting the patriotic movement, create an ideological foundation, and expand the scope of activities of the Provincial Youth Union.
Implementing the Directive of the Central Region Youth Committee, in April 1928, the Provisional Provincial Committee of the Vietnam Revolutionary Youth Association organized a Conference of Delegates of the sub-groups in the whole province and agreed on the new working policy of actively developing members, at the same time mobilizing to revive domestic goods, stepping up the fight against oppression and exploitation... The conference opened a new step of development of the revolutionary movement in the province with the birth and public activities of a number of professional associations, such as: fighting associations, hired plowing associations, mutual aid associations... increasingly deepening the influence of the Provincial Youth Committee, the working relationship between the Youth Association and the Tan Viet Party Committee became closer and promoted division within the Tan Viet Party Committee. Some Tan Viet Party members voluntarily joined the Youth organization.
At the end of 1928, comrade Le Huu Lap, Secretary of the Provincial Committee, was transferred to the Central Region to take on a new job. Comrade Hoang Khac Trung was appointed to replace comrade Le Huu Lap as Secretary of the Provincial Committee and organized a conference to unify the policy of dissolving the Youth and establishing the Communist Party. Located at the border between Central and Northern regions and having many cross-Vietnam traffic routes passing through, the soldiers in the Thanh Hoa Youth Organization and Tan Viet Party were often exposed to new ideological trends. Many cadres in the Thanh Hoa Youth Organization and Tan Viet went to work outside the province and were admitted to the Communist Party of Vietnam , including comrades Le Cong Thanh, Nguyen Chi Hien, Nguyen Doan Chap, Le Tat Dac...

By the end of 1929, comrade Le Cong Thanh (Thieu Toan commune) - former member of the Executive Committee of the Vietnam Revolutionary Youth Union of Thanh Hoa province was hunted down by the enemy and had to escape to Bac Ky to work. He was admitted to the Communist Party of Vietnam, appointed as Secretary of the Ha Nam Provincial Party Committee and was assigned by the Bac Ky Regional Party Committee to direct the building of the Thanh Hoa Provincial Party Committee.
From the struggles, the process of preparing ideological, political, organizational and personnel conditions to establish the first party cells, created the premise for the establishment of the Thanh Hoa Provincial Party Committee on July 29, 1930. From here, the people of Thanh Hoa were gathered, united, and fought under the glorious flag of the Party, going from one victory to another, making an important contribution to the development of the revolutionary movement of the whole country.
Proud of the revolutionary tradition of his homeland, in the renovation process, comrade Le Viet Chi, Secretary of the Party Committee of Thieu Tien commune - where the first Party cell of Thieu Hoa district (old) was established in Phuc Loc village, now Phuc Loc 1 village, shared: "Promoting the glorious revolutionary tradition of the homeland, the Party Committee, government and people of Thieu Tien commune are constantly making efforts, uniting, striving to successfully implement the goals of socio-economic development, ensuring national defense and security, building an increasingly strong political system, creating momentum to build an increasingly prosperous homeland".
