
On October 21st, the Management Board of Industrial Parks (IPs) of Lam Dong province issued Document No. 479/KCN-DT on strengthening state management of the activities of enterprises in industrial parks in the province.
Representatives from the Lam Dong Provincial Industrial Parks Management Board stated that, in addition to achievements such as compliance with legal regulations in the fields of investment, construction, environment, and fire prevention and control, there are still some shortcomings and limitations.
Specifically: Land management by infrastructure investors still has many shortcomings and does not meet requirements, such as: The situation of delaying land use is still common in Phan Thiet Industrial Park (phases 1 and 2), Ham Kiem 1, Tam Thang, Phu Hoi, Loc Son… many cases of land use for purposes other than intended, sublease agreements not in accordance with regulations, land waste, and significant impact on the investment environment in industrial parks in the area.

Illegal and unauthorized construction, as well as construction not in accordance with planning regulations, continues to occur frequently and on an increasingly large scale, but has not been dealt with promptly and decisively.
The investment in complete infrastructure and the rectification of environmental inspection findings for some projects are still slow and unsatisfactory. Specifically, the Phan Thiet Industrial Park (phase 2) has significantly impacted investment attraction and the investment environment in the province's industrial parks.
Some industrial park projects are progressing slowly, lacking proper inspection and supervision, and have not been dealt with strictly, resulting in low efficiency…
To rectify existing shortcomings and create a healthy, transparent, and compliant investment environment, the Lam Dong Provincial Industrial Parks Management Board requires industrial park infrastructure investors to closely monitor the actual implementation status of secondary projects within the industrial parks, compile a statistical table of project implementation status (on schedule/on time/off schedule) for timely monitoring and reporting, and resolutely handle cases of delayed land utilization that cause land waste.
The Industrial Park Management Board requests that industrial park infrastructure investors immediately compile a list of projects that are behind schedule or have been delayed in putting land into use for more than 12 months; or are using land for purposes other than those planned or not in accordance with the planned industries (submit to the Industrial Park Management Board before October 30, 2025).
In addition, it is necessary to regularly monitor the implementation of secondary projects to ensure compliance with regulations; adherence to the planned land use objectives and investment sectors; and conformity with investment registration certificates and other relevant permits. Maintain good security and order within industrial parks; promptly report and propose solutions when violations by investors are detected. Be held legally responsible if violations occur without being known or reported promptly.
The Lam Dong Provincial Industrial Parks Management Board also requires infrastructure investors in industrial parks to report on the progress of secondary projects within their industrial parks on a weekly basis to the Board.
