
According to the Director of Project Management Board No. 3, Ha Sy Son, as of October 20, 2025, the total disbursed value of the unit and its affiliated regional project management boards reached VND 970.195 billion out of a total plan of VND 3,984.81 billion, equivalent to 24.3% of the public investment capital plan for 2025.
Specifically, Project Management Board No. 3 disbursed VND 386.786 billion out of a planned VND 2.264.051 billion, reaching 17.1%. The regional project management boards achieved an average of 33.9% of their allocated capital.

Project Management Board No. 3 is currently managing 36 projects with a total investment of over 17,700 billion VND. Of these, 11 projects are under construction with a volume reaching 60 to 80% of the contract value, expected to be completed in 2025.
Some notable projects include the renovation and upgrading of provincial roads 2, 3, and 5; Dak Nong General Hospital; Gia Nghia Central Square; the Museum-Library-Park complex and the Nam Xuan canal and lake system.

Specifically, the Western North-South Expressway project, specifically the Gia Nghia - Chon Thanh section, which passes through Lam Dong province, is approximately 23.1 km long. The total land area to be cleared is 227.5 hectares, located in the two communes of Kien Duc and Quang Tin.
The expressway project through Lam Dong province has two components. Component 2 has commenced construction on one package since April 2025, disbursing 12.147 billion VND out of 32.5 billion VND, reaching 37.4%.
Component 4 was approved in early October 2025 and is currently undergoing surveying, counting, and compensation plan preparation.

The People's Committees of Quang Tin and Kien Duc communes have issued notices of land reclamation for more than 300 households.
The authorities plan to post the land clearance plan for phase 1 in early November, review and approve it on December 10th, and hand over the land to the investor in mid-December 2025.

Despite the achievements, many projects are still facing difficulties in disbursing funds.
Several major projects, such as the Dao Nghia - Quang Khe road and projects under the ODA program (ADB8), are currently facing obstacles related to land clearance, shortages of earth fill materials, and overlapping bauxite mining plans, thus risking delays.

To expedite implementation and disbursement, Project Management Board No. 3 requests the Provincial People's Committee to direct local authorities to coordinate closely in land clearance work.
The committee also requested that relevant units focus on determining land ownership, appraising land value, and approving compensation, support, and resettlement plans.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Trong Yen affirmed that, despite the efforts of departments, agencies, and localities, the progress of implementation and disbursement of public investment capital is very slow.
To expedite disbursement, it is essential to first ensure the availability of construction work. To achieve this, land clearance must be completed promptly – this is a crucial task for both the expressway project and other projects.

Therefore, the investor, along with the local government and relevant units, must develop a specific plan and roadmap to expedite the approval of compensation, support, and resettlement plans, clearly defining responsibilities among all parties.

Vice Chairman of the Provincial People's Committee Le Trong Yen requested that departments, localities, and investors enhance their sense of responsibility, proactively develop resettlement plans, ensure the rights of the people, and create favorable conditions for land acquisition and site handover.
The weather has now entered the dry season, which is very favorable for construction. The Provincial People's Committee has directed Project Management Board No. 3 to instruct construction units to develop plans and mobilize maximum manpower, equipment, and materials to work overtime and accelerate the progress and volume of construction.
The Provincial People's Committee will establish a monitoring team headed by the Department of Construction to oversee the quality, progress, and construction capacity of the investor and contractors in order to achieve the best possible results in the 2025 capital disbursement plan.
