Recently, Trung Nam Group sent a petition to the Prime Minister with two issues: difficulties in revenue and the risk of damage to the 500kV transmission line equipment invested in synchronization with the Trung Nam solar power plant.

Explaining the revenue, Trung Nam Company said that up to now, the output generated to the grid of the 172 MW capacity from October 1, 2020 to August 31, 2022 (about 687 million kWh) has not been paid by Vietnam Electricity Group (EVN).

The investor has also repeatedly proposed temporary payment at a unit price of only 40% of the frame price for transitional solar power plants to support financial difficulties, but this has not yet been considered and resolved.

One of the difficulties is that this project is invested and built in three communes: Phuoc Minh, Nhi Ha and Phuoc Ninh, Thuan Nam district. However, the electricity operation license granted to this plant is only shown in Phuoc Minh commune.

Therefore, from October 2023 to present, EVN has only paid a portion of the electricity generation revenue corresponding to the area of ​​the plant in Phuoc Minh commune. Accordingly, the total unpaid value corresponding to the remaining area is about 274.2 billion VND.

Regarding the 500kV line, Trung Nam said that the Thuan Nam 500kV line has been in operation for nearly 4 years, and the equipment operating continuously is very likely to be damaged. This 500kV line project not only relieves the capacity of Trung Nam's solar power plant but also helps relieve the capacity of all other energy projects in the region, including the Van Phong 1 BOT Thermal Power Plant, with a capacity of 1,432MW.

What does EVN say?
Responding to the above information from Trung Nam, a representative of Vietnam Electricity Group (EVN) said that in the past time, EVN has made efforts to mobilize the basic capacity of the solar power plant to the grid and has paid for the output/capacity according to Trung Nam's license and in accordance with the regulations and instructions of the competent authorities. At the same time, the output of the excess capacity is recorded according to regulations until there are specific regulations.

“For the output/capacity that meets legal regulations, EVN has made full payment. For the transitional output/capacity, EVN is also making payment according to the temporary price frame for transitional renewable energy projects approved by the Ministry of Industry and Trade,” EVN representative affirmed.

As for the transformer station and 500kV line, up to now, they are still under the ownership of Trung Nam. Previously, Trung Nam proposed to hand over the assets to EVN but there are still legal procedures and are in the process of implementation according to the instructions.

Specifically, the 500 kV transformer station has not yet been approved for acceptance by the competent state management agency. Regarding the acceptance, the Government has issued Decree 02/2024/ND-CP on the transfer of power projects that are public assets to the Vietnam Electricity Group (EVN), and relevant ministries and sectors are implementing it. It is known that in April, the Ministry of Industry and Trade established an interdisciplinary working group to implement regulations related to the handover.

Trung Nam needs to complete its legal work before "calling for help"

EVN is also actively coordinating with authorities to resolve difficulties in Trung Nam.

Therefore, when the project is not legally complete and has not been granted an electricity operation license, EVN only records the output but cannot make payment, which is correct. Because EVN is a state-owned enterprise that operates according to the provisions of the law, it cannot make decisions on its own.

Regarding the transmission of electricity to other power plants in the region, Trung Nam has the right to collect transmission fees from partners to carry out maintenance and repair. When assets are managed and operated by Trung Nam, the unit must take responsibility, EVN cannot intervene. Therefore, Trung Nam needs to complete its tasks in accordance with the law before "calling for help" from the Prime Minister.
