Attending the announcement ceremony, on the Quang Ninh province side (Vietnam), were Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee; and leaders of relevant departments, agencies, and localities. On the Guangxi province side (China), were Mr. Dam Phi Sang, Vice Chairman of the People's Government of Guangxi Zhuang Autonomous Region; and representatives from relevant departments, agencies, and units.

The official opening ceremony of the Hoanh Mo (Vietnam) - Dong Trung (China) bilateral border gate, including the Bac Phong Sinh (Vietnam) - Ly Hoa (China) customs clearance point, is a concrete step in realizing the viewpoints, objectives, orientations, and solutions for implementing the development plan of the Hoanh Mo - Dong Van Border Economic Zone and the Bac Phong Sinh Border Economic Zone, which have been approved and directed for implementation by the Government, the Prime Minister, central ministries and agencies, and Quang Ninh province.
This event also concretizes the results of the official visit of the high-level delegation from Quang Ninh province to the Guangxi Zhuang Autonomous Region (China) in February 2024, contributing to strengthening friendly exchanges and comprehensive cooperation in various fields between Quang Ninh province and the Guangxi Zhuang Autonomous Region.

Speaking at the announcement ceremony, Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee, highly appreciated the efforts of the two provinces and regions in completing the procedures for announcing the Hoanh Mo (Vietnam) - Dong Trung (China) bilateral border gate pair, including the Bac Phong Sinh (Vietnam) - Ly Hoa (China) customs clearance point.
The Standing Vice Chairman of the Quang Ninh Provincial People's Committee suggested that, in the coming time, to effectively build, manage, and operate the system of border gates and crossings along the land border between Quang Ninh (Vietnam) and Guangxi (China) in general, and at the Hoanh Mo/Vietnam - Dong Trung/China bilateral border gate pair, including the Bac Phong Sinh/Vietnam - Ly Hoa/China customs crossing in particular, both sides should continue to pay attention to close coordination in planning, opening, building, and managing the system of border gates and crossings. This should focus on strong investment in both infrastructure and modern equipment at the border gates, creating favorable conditions for people and vehicles to enter and exit, for import and export goods, and promoting cross-border trade cooperation, especially developing the tourism market between the two sides.

Furthermore, it is necessary to continuously deepen substantive and mutually beneficial cooperation between the two localities; strengthen exchanges and cooperation, actively research and propose effective border gate management models, such as digital border gates and smart border gates, to improve customs clearance efficiency at border crossings, focusing on facilitating cross-border tourism, closely coordinating and accelerating the construction of tourist routes and destinations connecting to the Hoành Mô - Động Trung border gate, including the Bắc Phong Sinh - Lý Hỏa customs clearance point, contributing to the development of border tourism between the two localities.
Following the official announcement ceremony, numerous import and export shipments were cleared through customs by both sides.
