Police forces proactively respond to floods and support people

Strictly implement the Prime Minister's Official Dispatch No. 206/CD-TTg dated November 2, 2025 on focusing on quickly overcoming the consequences of floods in the Central region; the Ministry's leaders request the Heads of Public Security of units and localities to resolutely direct and immediately implement the following key tasks: Continue to strictly, effectively and resolutely implement the directions of General Secretary To Lam, the Secretariat, the Government, the Prime Minister, the National Civil Defense Steering Committee, the Ministry of Public Security on the deployment of response work, overcoming the consequences of floods in the Central region and being ready to respond to the developments of storm Kalmeagi; focusing on: Official Dispatch No. 203/CD-TTg dated October 27, 2025, Official Dispatch No. 204/CD-TTg dated October 30, 2025 of the Prime Minister; Notice No. 587/TB-VPCP dated October 29, 2025 on the conclusion of Prime Minister Pham Minh Chinh at the meeting on flood response in the Central region; Official Dispatch No. 31/CD-BCA-VP dated October 31, 2025 of the Minister of Public Security; Direction of the Ministry's leaders in Report No. 2781/BC-BCA-V01 dated November 2, 2025 on the results of the implementation of response and overcoming the consequences of storm No. 12 and post-storm floods by the People's Public Security force.

The Public Security Directors of provinces and cities from Ha Tinh to Quang Ngai continue to mobilize maximum forces and means, strengthen the grassroots to deploy measures to overcome the consequences of natural disasters with the most urgent, drastic and effective spirit to quickly stabilize the situation of the people; pay special attention to ensuring absolute safety for the forces participating in search and rescue and overcoming the consequences. The Public Security of units and localities in the areas affected by storm No. 12, especially the Public Security of the localities: Quang Ngai, Da Nang, Hue and Quang Tri, continue to organize resolutely, effectively and ensure the timeliness of response, rescue and relief work, especially resolutely and seriously implementing the direction of General Secretary To Lam and the direction of Minister Luong Tam Quang in Official Dispatch No. 31/CD-BCA-V01 dated October 31, 2025.

Strengthen the mobilization of the police force at the grassroots level and organize the absolutely effective operation of the advantages of the force participating in protecting security and order at the grassroots level, the masses, especially the people with prestige, experience and means to create a people's security posture, ensuring that this is a continuous and comprehensive movement in all localities, in all areas in preventing natural disasters, storms, floods, inundation, and floods with the spirit that each person in each village, hamlet, and hamlet is a police officer, each household is a police unit in preventing and fighting natural disasters, thereby ensuring the effectiveness of the people's character in preventing and fighting natural disasters of the people's police force; at the same time, creating a movement to prevent, fight, and overcome the consequences of natural disasters with the highest efficiency, the most ingenious and creative way in the people's security posture.

Assign the Standing Office of the Civil Defense Command of the Ministry of Public Security to closely coordinate the handover and organization of supplies of necessities and food to support people in Hue, Da Nang and localities affected by natural disasters, floods and storms, along with the task of reviewing, evaluating, and closely organizing the task of supporting rescue and helping people at the grassroots level.

Closely monitor the situation and developments of typhoon Kalmaegi and the floods after the storm, develop plans and response options for the worst-case scenarios, avoid being passive or surprised according to the "4 on-site" motto (on-site command; on-site forces; on-site means and materials; on-site logistics), especially for areas that have just been affected by the floods in the Central region; prepare forces, equipment, and specialized vehicles for disaster prevention and control, search and rescue; fully stockpile food, drinking water, medicine, medical supplies, essential supplies, generators, etc. to proactively respond to all situations.
