The Management Board of Traffic Construction Investment Projects said that the site clearance for the Ho Chi Minh City Ring Road 3 project has reached 99.8%. During the implementation process, the units have encountered many difficulties, leading to prolonged compensation, support, and resettlement.


On November 7, the Traffic Construction Investment Project Management Board (Traffic Board) informed that the site clearance for the Ring Road 3 project through Ho Chi Minh City has reached 99.8%. Units strive to complete 100% of site clearance by November 2024.

According to the assessment of the Traffic Department, in the process of compensation and site clearance, the units encountered many difficulties, leading to prolonged compensation, support and resettlement processes.

In particular, the situation of land being bought and sold through multiple people makes it difficult to determine the owner and legal origin; the origin spans different periods and management models (corporate land, state farms, land used before liberation, etc.).

In Binh Chanh district, there are many cases where people own small areas and the compensation costs are not enough to carry out financial procedures for resettlement, leading to many difficulties in settling in a new place.

Besides, the land ratio in some localities such as Thu Duc City is quite large, many legal documents are complicated, it takes a lot of time to complete procedures and there is a potential for lawsuits and disputes...

To clarify this, Mr. Tran Ngoc Vu, Deputy Head of the Compensation and Site Clearance Board of Binh Chanh District, said that there is still a household in the locality that has not agreed to hand over land to the project. This is a land plot of more than 2,600 square meters that people built as a gas station.

In this case, the Compensation and Land Clearance Board of Binh Chanh District has repeatedly worked with and persuaded the individuals involved.

The leaders of the District People's Committee also came to meet and persuade... but the households resolutely refused to agree to hand over the land if they were not compensated with a public land area of ​​equivalent area or compensated with an amount of about 85 billion VND.

Mr. Vu said that despite great efforts and attempts to compensate and support people at the highest level according to regulations, because people did not agree, the unit planned to enforce it so as not to affect the progress of the project.

Regarding the issue of sand materials for the Ring Road 3 project, the Transport Department said that, following the Government's direction, localities have committed to supporting the Ring Road 3 project in Ho Chi Minh City with a total volume of 10 million m³ of sand. Of which, Vinh Long 1.4 million m³; Tien Giang 6.6 million m³ and Ben Tre 2 million m³.

Localities have been supportive and determined in the implementation of mining licensing. Currently, licensing procedures have been completed and sand is being supplied to 6/13 mines. It is expected that in the fourth quarter of 2024, licensing will be completed for a total of 10/13 remaining mines.

Up to now, contractors have proactively mobilized domestic commercial sand sources, Cambodian sand and sand supplied by localities to ensure the progress of weak soil treatment and auxiliary works of the project.

The Traffic Department and construction contractors continue to closely coordinate with localities to speed up licensing procedures for the next mines and proactively coordinate the supply of materials to the construction site from sand mines supported by localities to ensure the progress of the project.
