On the afternoon of March 28, at the Government Headquarters, Prime Minister Pham Minh Chinh received World Bank (WB) Country Director in Vietnam Carolyn Turk to say goodbye, ending her term of office.
Congratulating and thanking Ms. Carolyn Turk for her nearly 4-year successful tenure in Vietnam; appreciating the WB for accompanying and providing practical support in Vietnam's Renovation process over the past 30 years, Prime Minister Pham Minh Chinh said that the WB is one of the three development partners providing the largest foreign loans to the Vietnamese Government.
During the period when Ms. Carolyn Turk was the WB Country Director in Vietnam, the WB supported Vietnam in deferring repayment of International Development Association (IDA) loans, thereby contributing to helping Vietnam prevent and combat the COVID-19 pandemic and recover the economy after the pandemic; had initiatives to support countries in preventing and combating the COVID-19 pandemic and provided non-refundable aid to improve Vietnam's preventive health capacity.
In addition, during this period, the WB has committed to mobilizing resources for large-scale infrastructure projects; mobilizing non-refundable aid for Vietnam to soften loans, support policy consultation, improve institutions, and enhance central and local management capacity...

For its part, Vietnam has fulfilled its commitments, responsibilities and obligations as a member, contributing to the WB's capital increase to supplement the WB's operating capital. In addition, it has actively improved institutions, regulations, procedures and closely coordinated with the WB Office in Vietnam to exchange and discuss appropriate solutions to remove difficulties and obstacles in the process of preparing and implementing WB-funded projects for Vietnam.
Providing information on Vietnam's development situation, the Prime Minister proposed that the WB increase capital funding for Vietnam, focusing on key national and large-scale projects such as projects on: Green transformation, digital transformation, strategic transport development, urban railways, renewable energy, power transmission, smart agriculture, low carbon emissions, and climate change response.
Wishing Ms. Carolyn Turk success in her new position and continued contributions and support to the WB-Vietnam cooperation and development relationship, the Prime Minister expressed his wish to welcome the WB President to an official visit to Vietnam as soon as possible, contributing to promoting the partnership between the WB and Vietnam to develop more practically and effectively.
World Bank Country Director for Vietnam Carolyn Turk thanked the Government, Prime Minister, ministries, sectors and localities of Vietnam for their support and assistance to the WB and her personally during her tenure in Vietnam. The Prime Minister paid attention, directed and established a Working Group to resolve difficulties in the implementation of projects in Vietnam.
Believing that the current world context with complex, unpredictable developments, wars and conflicts affecting global trade and Vietnam's socio-economic growth goals, Ms. Carolyn Turk said that with the foundation of cooperation with Vietnam over the past 30 years, the WB will continue to accompany and be ready to support Vietnam in providing policy, technical and financial advice for Vietnam on the path of development.
Ms. Carolyn Turk affirmed that the WB is ready to accompany Vietnam on the journey to realize development goals, especially in green transformation, digital transformation, innovation, high technology, carbon emission reduction, energy conversion, increasing power transmission, human resource training, etc.
Considering Vietnam as her second home, Ms. Carolyn Turk said that no matter what position or job title she holds, she always supports Vietnam; she wishes to return to Vietnam to witness the achievements Vietnam will achieve in the future./.
