On October 14th, during a dialogue between the Chairman of the Hanoi People's Committee, Tran Sy Thanh, and young people, delegate Tran Kim Huyen, Secretary of the Hoan Kiem District Youth Union, asked: Will there be changes in the recruitment and appointment process of intellectuals to state agencies in the future?
According to Representative Huyen, in addition to implementing preferential treatment and salary schemes, selecting talented and virtuous individuals must be based on their dedication, sincerity in their understanding, and their pure and legitimate desire to contribute.

Responding to this issue, Mr. Tran Dinh Canh, Director of the Department of Internal Affairs, said that the city always pays attention to attracting talented people to work with many mechanisms and policies that offer high incentives.
However, according to Mr. Canh, due to staffing quotas and salary policies, the recruitment and acceptance of outstanding students into the public sector remains limited. These difficulties will be "partially resolved" when the amended Capital City Law comes into effect on January 1, 2025.
Mr. Canh affirmed that the Department of Internal Affairs will adhere to the Capital City Law to advise the city on issuing policies for the effective utilization of talent, including recruitment procedures, salary policies, working conditions, and procedures for selecting managerial positions. This policy is expected to be issued in June 2025.
According to the Director of the Hanoi Department of Internal Affairs, one civil servant in the city is currently serving 684 citizens. Compared to the national average of one civil servant serving 246 citizens, Hanoi's ratio is 2.7 times higher. Based on the established staffing quotas, the city is allowed to recruit an additional 3,000 civil servants and tens of thousands of public employees.
According to Mr. Canh, in November 2024, Hanoi City will submit to the City Council for approval a policy to increase income for workers based on their job positions. This policy also stipulates that the heads of agencies and units are allowed to sign contracts with employees performing professional duties within their agencies and units.
