Improving the quality of operations of the self-management model on security and order

In recent years, Quang Ninh has promoted and perfected the self-management model of security and order at the grassroots level, turning organizations, communities and the grassroots political system into the main force in preventing and stopping violations of the law.

Specifically, the province focuses on   Developing and improving the quality of self-governing models for security and order right in residential communities, agencies, units, businesses, schools, and families, such as: "Residential areas for drug and crime prevention," "Youth clubs with the law," "Complaint boxes," "Culturally exemplary families, safe groups, peaceful wards," "Residential areas free from crime and social vices," "Bright, clean, and safe residential areas," "Security and order security clusters," "Neighborhood groups, five-family solidarity groups," "Self-governing groups for protecting border markers, fishing grounds, and wharves"...

To date, the entire province has 264 self-defense, self-management, and self-protection models for security and order, and 4,131 self-governing security and order groups in villages, hamlets, and neighborhoods, with the core force being neighborhood group officials, Party branch secretaries, village heads, mediation group leaders, and reputable volunteer members in the community.

To improve the quality of self-governance models, the province focuses on perfecting the leadership, guidance, and coordination mechanisms between the government, the Fatherland Front, mass organizations, and the police force. Many models have internal regulations and guidelines on tasks, procedures for handling reports, and coordination with functional forces to organize patrols, inspections, and monitoring of locations prone to social vices. Self-governance groups are equipped with operational manuals, basic incident response scenarios, and emergency contact directories for relevant authorities.

In addition, relevant agencies regularly organize training courses on mediation skills, receiving reports, basic fire prevention and control skills, and handling public security incidents for members of self-governing models for security and order, as well as for the general public. The application of information technology and grassroots communication channels to enhance connectivity and rapid response is also emphasized. Many localities have implemented Zalo groups, community information channels, incident reporting applications, and security camera systems in residential areas and markets. As a result, information is continuously updated to the commune and ward police for handling.

Many models employ innovative approaches, such as: apartment complex self-governing groups integrating security with sanitation and fire prevention management; market self-governing groups collaborating with market management boards to monitor food safety and trading order; and models in industrial parks organizing joint patrols between workers and factory security guards to promptly detect property infringements...

As a result, the quality of self-governing models for security and order in the province has significantly improved, contributing to a reduction in the number of incidents related to social order in residential areas. Some localities recorded a 15-25% reduction in incidents compared to the same period last year in areas with effective models. The rate of cases resolved at the grassroots level is high, with approximately 70-85% of minor civil disputes and conflicts being resolved within the community, reducing the burden on functional agencies. Early detection and prevention of violations through self-governing groups helps to lower the severity of incidents; many cases of social vices and disruptive gatherings are promptly intervened, reported, and handled according to regulations.

Mr. Vu Van Tho (Quang Trung 5A area, Uong Bi ward) shared: "The model of self-governing community groups for security and order in Quang Trung 5A area has contributed to maintaining urban order, neighborhood security, environmental hygiene, and building a civilized city, so people feel more secure; community cohesion is increasingly strengthened."

Quang Ninh's efforts in building and improving the quality of self-governance models for security and order have contributed to reducing law violations, strengthening public trust, and creating a solid security foundation for the province's socio -economic development.
